Position Summary

Under general supervision, this position is responsible for analysis of financial data by collecting, monitoring, and creating financial models for decision support for the Utility. Works with minimal direction to achieve Utilities’ financial goals unless clarification is needed. Responsibilities require improvement of financial status by analyzing results; monitoring variances; identifying trends; and recommending actions to Management. Maintain confidentiality on all matters of review and effectively communicates at various levels of the organization and externally as needed. Will work closely with key stakeholders both inside and outside of the Finance Operating Unit. Leverages knowledge of Utility and Accounting/Finance disciplines to improve and build on consistent and accurate outcomes.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Creates and maintains various budget and financial reports to ensure efficient processes and desired outcomes are being achieved; updates existing reports to fix any problems or modify to meet the changing needs of the users; documents changes, decision-making processes, system requirements, and work activity; and can provide data and appropriate training to Finance staff.
  • Demonstrate excellent communication and ability to work with others in potentially stressful situations and within tight deadlines; works quickly and is able to analyze, reduce, and present viable solutions; able to follow projects through to completion.
  • Strengthens and helps implement an analytics environment, and ensure financial dashboards are updated in a timely, accurate, and appropriate manner.
  • Supports other members of the Budget & Reporting team in completing analyses, financial reports, and presentation materials.
  • Demonstrate commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD / IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
  • Actively participate in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures.
    • Alerting Supervisors and coworkers to unsafe or hazardous working conditions
    • Reporting any safety incidents or close calls within 24 hours to your supervisor.
    • Accepting feedback from Supervisors and coworkers regarding your own safety performance.
  • Responsible to identify compliance outcomes, develop process and programs to escalate and assist with mitigating risks, and communicate status to financial leadership related to Finance Operating Unit compliance. Proactively research and analyze changes in tax requirements, compliance, legislation, regulation, and emerging issues that could impact financial requirements and the Utilities’ ability to comply. Coordinate training for Financial Operating Unit staff to stay apprised of regulation and law changes.
  • Develop and continuously improve the financial compliance program tools for project prioritization, research, and documentation. Work closely with Financial Operating Unit staff in accordance with Utility wide standards; to identify areas for policies, procedures, and tasks to be developed for a successful compliance program. Implement process checks to evaluate effectiveness of the compliance program.
  • Serve in the capacity as Project Manager to ensure projects are completed accurately, efficiently, and successfully at various levels. Must be able to research and ensure thoroughness and move programs forward to meet established deadlines.
  • Supports budget processes, MBR, QFR, YEP’s, including developing/maintaining databases and relevant reports.
  • Provide backup support to business analyst.
  • Support relevant budget communication efforts.

Education and Experience

Required

  • Bachelor’s Degree in Finance, Accounting or Related Field.
  • Five (5) years’ experience in Treasury, Accounting, Finance/Budget, or combination of all.

Preferred

  • Customer Service experience and/or experience in a computer/user application support role preferred.
  • Experience specific to a public utility or government entity.

License and Certifications

Required

  • A valid State driver’s license with no restrictions.Occasional travel to other Grant PUD locations required.

Preferred

  • Certifications/classes specific to government or utility budgeting/fiscal management

Other Knowledge, Skills, and Abilities

  • Knowledge of Federal and state rules, regulations, and guidelines; accounting principles; risk analysis techniques; organizational policies and procedures; department policies and procedures; issuance of debt securities, debt compliance, and background of FERC and/or governmental accounting practices.
  • Skill in analyzing financial status by collecting, monitoring, and studying large amounts of data, file records and management; operating a personal computer and general office equipment; typing and entering data with speed and accuracy; utilizing MS office products; composing job advertisements, interpersonal skills including clear and concise communication both in writing and verbally, project management skills, and continuous improvement measures.
  • Ability to structure and perform financial analyses using PowerBI, spreadsheet and database software.
