The primary purpose of the Financial Analyst Sr. is to provide the analytical and financial expertise necessary to link program requirements and policy as it pertains to Titles IV-E and IV-B spending related to the protection and prevention program (child protective services, prevention services, In-Home services, training, Family First Prevention Services Act, etc). This position will provide the expertise necessary to manage and monitor state general funds and other funding sources. This position serves as a back up to the Permanency Fiscal Consultant maintaining working knowledge of child welfare funding for permanency programs (foster care, adoption, resource family, training, Family First Prevention Services Act, etc). This position works closely with the Division’s budget manager. This position represents management’s interest by taking or recommending the necessary action to develop program plans, policies, procedures and policy-related materials for the Child Welfare spending including state general funds, Title IV-E, Title IV-B and other allowable financial claims. This position will recommend strategic changes and priorities and implement changes to comply with federal and state rules and regulations. Through comprehensive research and analysis, plan and develop agency and state position statements on legislative changes, administrative rules, and policy statements that may affect the state Child Welfare program. Review and track federal legislation which may impact Child Welfare federal revenue; explain policy issues and effect of proposed legislation to management and will provide direct support to the Division of Family Services, specifically the DFS Budget Manager.

Minimum Qualifications

  • Comprehensive working knowledge of budgeting and accounting principles and practices.
  • Ability to plan, monitor, and report on complex budget issues, including forecasting revenue and expenditures, and recommending action to management.
  • Strong analytical skills including gathering and analyzing data for significance and trends; and manipulating data contained in financial systems into clear, concise management reports.
  • Ability to understand complex federal and state regulations and guidance, including financial regulations, and ability to use that knowledge to write and implement policies and inform written and oral communications.
  • Ability to understand Title IV-E and IV-B Intergovernmental Agreements and explain those agreements to a variety of audiences, ranging from social workers to executives.
  • Strong written and oral communication skills.
  • Proficient computer skills in Microsoft Office, Google Suite (i.e. Gmail, Chat, Google Meet, Sheets), and in the use of financial databases and automated information systems.

Additional Considerations

  • Demonstrated work experience in an analytical role within budget and/or finance.
  • Knowledge and/or experience with Human Services, policy analysis, and/or monitoring of and compliance with legislation is preferred.
