What You Will Do

The Los Alamos National Laboratory invites you to join the Finance Science, Technology, & Engineering (FIN-STE) group, supporting financial operations, reporting, and analysis for the Deputy Directorate for Science, Technology, & Engineering (DDSTE). The FIN-STE group is seeking mid-career level financial business analysts to support a variety of customers within the broad technical divisions organizationally within the directorate. As a Financial Business Analyst 2 position, the selected candidate will be providing support to a group or multiple groups, depending on level of complexity, to assist in developing a business partnership with the technical customers to navigate through the financial requirements of a diverse funding source. The group budgets vary in size and can range between $25M to $40M with >80 FTEs to support. The diverse funding portfolio provides an opportunity to partner with technical customers and to assist with cost estimates for potential funding opportunities, monitoring cash flow and expenditures against planned budget execution, with primary focus on financial analysis to allow for sound financial management of the funding portfolio. In addition, work to mentor fellow financial analysts in knowledge transfer and sharing to develop a strong partnership and workforce to support the multi-disciplinary organization within the Science, Technology, and Engineering directorate.

The position is responsible for assisting in the day-to-day budgeting activities and in preparing basic financial reports. Responsible for gaining an understanding of financial policies, procedures, and usage of business systems. Formulates, distributes, and maintains budgets for programs or organizational units using actual performance, previous budget figures, estimated funding, expense reports, and other data sources to control funds and provide for proper financial administration. Prepares financial plans, monitors implementation of financial policies, prepares regular and special-purpose reports, maintains historical records, analyzes trends, establishes cost rates and labor & M&S forecasts, recommends, and interprets budgetary policies and procedures, prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget. The position will be supporting the technical customer in a hybrid model with approximately two days a week on-site and three days a week work from home.

What You Need

Minimum Job Requirements:

Finance/Accounting Experience

Knowledge of financial concepts, including financial planning and analysis, budget formulation and execution, business analysis, and general business operations. Experience analyzing financial data and providing financial guidance and alternatives/recommendations to customers. Experience identifying areas for improvement, including improving internal controls and business process efficiencies.

Teamwork/Leadership

Experience working in a complex organization with diverse operations, combined with a demonstrated record of effective teamwork and leadership. Excellent interpersonal, verbal and written communication and the ability to interact with a variety of constituents. Self-driven, accountable for individual learning and understanding of financial policies, processes, concepts while obtaining frequent mentoring from group staff.

Organizational Skills

Excellent organizational skills and the ability to independently establish priorities, manage projects, and execute complex business and financial assignments.

Education/Experience:

Bachelor’s Degree in Accounting, Finance, Business Administration or a related field with 5 years’ relevant experience; or,the equivalent combination of education and relevant work experience directly related to the occupation. ” Just a note – the minimum requirements were recently changed

Desired Qualifications:

General understanding of federal Cost Accounting Standards, Federal Acquisition Regulations, and appropriations law.

  • Experience with Government Contractors which could include a National Laboratory or a National Nuclear Security Administration/Department of Energy facility.
  • Ability to obtain a Q clearance

Location: This is a hybrid position that is located in Los Alamos, NM, with the ability for teleworking from a location within a 2-hour commute. In general, reporting onsite a minimum of 1 day a week is required. Telework availability is dependent upon management and customer needs and may change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
