This position is being advertised statewide. The OFR operates from five (5) different office facilities throughout the state of Florida, including Tallahassee (Headquarters), Miami, Orlando, Tampa, and West Palm Beach. The OFR may consider any of these office locations as the primary reporting office location. The selected candidate will be required to report to one of these office locations. Requirements:
- Applicants must hold an active Florida Certified Public Accountant license.
- A bachelor’s degree from an accredited college or university is required. Professional examination and/or regulatory experience relating to financial institutions, financial services companies, insurance companies, securities dealers or investment advisers, mortgage brokers or lenders, or money services businesses can substitute on a year-for-year basis for the required bachelor’s degree.
Preference will be given to individuals with a bachelor’s degree from an accredited college or university with major course of study in accounting, finance, economics, business, insurance, or risk management.
Preference will be given to individuals who have three (3) or more years of professional experience in accounting, examining, investigating, analyzing, or auditing financial data within the banking, insurance, consumer finance lending and money service businesses or with federal, state, or local government.
The anticipated annual salary range shall be from $70,000.00 to $75,000.00. The starting salary shall be commensurate with the selected candidate’s competencies and qualifications.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
Conduct a complex and detailed review and analysis of all audited financial statements filed with the Division to ensure compliance with Chapters 494 and 560, Florida Statutes, the rules promulgated thereunder, and the U.S. generally accepted accounting principles (GAAP). Confer with applicants or licensees during the financial statement review process and provide guidance to the Division staff as required.
Responsible for the management and oversight of the mortgage lender and money transmitter financial statement review process to include the issuance of deficiency notices as needed, follow-up procedures for failure to respond, and the timely notification to the licensee of the filing requirement due dates and consequences of failure to file.
Provide expert guidance and/or detailed written opinions on the financial condition and GAAP compliance of an applicant or a licensee’s business operations and financial soundness to the registration, enforcement, legal staff, and division management as needed. Provide expert testimony and detailed guidance to management and staff regarding testimony on financial soundness and GAAP compliance of a licensee’s business operations in hearings, as needed.
Responsible for conducting compliance examinations, identifying compliance exam related violations, writing report of examination, and assess disciplinary actions based on disciplinary guidelines. Effectively communicates the progress of said examinations to next level management. The incumbent will also coordinate with the legal staff when administrative action is warranted.
Oversees and assists with workflow of other compliance review processes within the Division (i.e., quarterly reports, mortgage call reports, and security device calculation forms).
Provide training and specific guidance to the Office of Financial Regulation staff regarding the review of financial statements to ensure compliance with Chapter 494 and 560, Florida Statutes, and the rules promulgated thereunder.
Perform other related duties and responsibilities, as required.
