What Your Job Will Be Like
Organization 10520, Retire, Invest, and Financial Assurance, is currently seeking a dedicated professional to act as the Laboratory Cost Accounting Standards (CAS) Advisor.
The selected candidate will act as the acknowledged authority and corporate resource and engage with peers across the complex. They will also be responsible for the preparation of the annual CAS Disclosure Statement, advising on matters of consistency and policy, and consulting on requests for burden exemptions.
Successful candidates will regularly advise the CFO and senior/executive management on significant financial reporting matters and lead diverse lab wide teams. Additionally, the CAS Advisor researches and prepares significant position papers, interprets contract flow downs and requirement provisions, researches and conducts strategic and advanced analyses of federal cost reporting requirements, policies and compliance, analyzes and interprets changes to complex federal cost requirements, and ensures consistency of Sandia procedures and practices with contract terms related to cost reporting.
On any given day, one may be called upon to:
- Develop solutions, provide position documentation, develop new principles, concepts, and practices, influence policy, and provide analysis and consultation across the Laboratory
- Lead cross-functional teams to facilitate and drive integrated, multi-disciplinary solutions to complex operational or compliance issues
- Advise executive, division, and labs-level leadership on requirements interpretation, risk and compliance impacts, and operational risks of lab leadership decisions
- Prepare significant position papers, interpret impact and implementation of contract flow downs and requirement provisions, and technical federal requirements (e.g., Federal Acquisition Regulations, DOE Orders, governing laws, etc.) related to costs, research and conduct advanced analyses of technical federal cost policies and precedents, engage in resolution of incurred cost audit issues, determine cost allowability and treatment of complex matters, advise on technically-related financial risk exposures, and support and implement governance and oversight
- Provide frequent and regular contact with all levels of management, representing Sandia to DOE on matters of cost reporting and policies
- Lead external interactions and internal control activities related to Cost Accounting Standards
- Develop and maintain business relationships across the laboratory, complex, and DOE/ NNSA oversight to facilitate compliance concerns and complex wide issues
- Engage in communication with participants, lab leadership, and oversight entities concerning matters of financial impact and planning
- Respond to data requests and inquiries within the DOE
- Develop solutions to problems of significant and unusual complexity which require the use of ingenuity and innovation
- Provide analysis of risk, compliance requirements, and recommendations on standards implementation on a corporate level
- Provide subject matter expertise to lab leadership regarding Cost Accounting Standards Provide support as a corporate resource to executive management
- Develop training resources and guidance to educate the workforce on CAS and its application at Sandia
The selected applicant can be a virtual worker located in any U.S. State or District of Columbia. Regular or periodic travel to your assigned work location may be required.
Salary Range
$118,500 – $201,400
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate’s experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require
- A Bachelor’s degree in Business Administration, Accounting, or a relevant field, plus 15 years related experience; or a Master’s degree in above, plus 11 years related experience; or equivalent experience and/or achievements that demonstrate the knowledge, skills, and ability to perform the duties of the job
- 5 years’ experience in all of the following:
- Interpreting regulatory and contractual requirements
- Providing written interpretation and guidance to compliance and oversight requirements
- Cross-functional teams in a complex, compliance related environment
- The ability to acquire and maintain a DOE Q-level security clearance
Qualifications We Desire
- Knowledge of Cost Accounting Standards compliance requirements
- The ability to organize, establish priorities, lead, and implement business and financial assignments to completion on multiple tasks, under strict project due dates and changing priorities

About Our Team
Organization 10520, Retirement Investment Management and Financial Assurance, is responsible for NTESS Cost Accounting Standards administration; management of finance policy; management, oversight, financial compliance and reporting of NTESS’s pension fund and 401(k) assets; financial audit and internal controls; financial quality management systems; and the administration of corporate liability and workers compensation insurances.
