Position Information

The County of Sonoma seeks a talented and highly experienced accountant to become their Financial Reporting Manager!

Starting salary up to $57.90/hour ($120,844/year) and a competitive total compensation package!*

The Auditor-Controller-Treasurer-Tax Collector’s Office is hiring a Financial Reporting Manager to supervise the Accounting & Reporting Section of the General Accounting Division. This position will oversee the preparation of the County’s Annual Comprehensive Financial Report (ACFR) and implementation of new accounting standards, and will support various county departments in accounting and financial reporting matters, capital asset accounting, and long term debt accounting, including Pension and Other Post-Employment Benefits (OPEB).

Additional responsibilities include overseeing and participating in the design and implementation of various fiscal procedures, developing and reviewing internal programs and controls, providing training to subordinate staff in accounting and auditing, and supervising professional, technical, and clerical staff; including managing a team of five.

The ideal candidate will bring strong supervisory capabilities with the ability to connect with staff as a team leader, be an engaged and positive team member, and possess:

  • A solid understanding of accounting principles and experience communicating technical accounting requirements
  • Experience with team leadership and personnel managment
  • The ability to lead the implementation of new technical accounting standards and update Countywide accounting policies and procedures accordingly
  • Strong analytical and problem solving skills with the ability to analyze accounting-related problems, and identify and recommend novel solutions
  • Experience preparing complex financial statements, footnotes, and supplemental schedules
  • Advanced MS Office skills, especially Excel and Word
  • A valid Certified Public Accountant (CPA) certification is highly desired, but not required

The Department

The Auditor-Controller-Treasurer-Tax Collector’s (ACTTC) office provides a broad range of quality accounting, financial reporting, auditing, collection, financing, and investing services to County Departments, agencies, districts, and the public. Their mission is to provide reliable and relevant financial services in an efficient, ethical, and effective manner to the citizens of Sonoma County while promoting fiscal responsibility and accountability. The Office is comprised of nine divisions, which are overseen by an executive management team that includes the Auditor-Controller-Treasurer-Tax Collector and three Assistant Auditor-Controllers. The ACTTC is staffed by 108 full-time employees and has an annual budget of approximately $167 million.

The ACTTC office is currently recruiting to fill a Financial Reporting Manager position. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications

Education: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, possession of a Certified Public Accountant’s Certificate, or possession of a college degree in accounting, finance, or business administration with at least 21 semesters or 28 quarter units of accounting, including principles of accounting, intermediate accounting, advanced accounting, governmental accounting, cost accounting or auditing; would provide such opportunity.

OR

Four years of experience in governmental auditing and/or accounting at a position comparable to an Accountant III or Accountant-Auditor II with at least 21 semester units of accounting, including principles of accounting, intermediate accounting, advanced accounting, governmental accounting, cost accounting or auditing would provide such opportunity.

Experience: Training and/or experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, two years of full-time paid work experience in a position comparable to Accountant III or Accountant-Auditor II in a local government agency, or four years in a professional level auditing or accounting position which demonstrates competency in the many different facets of accounting and/or auditing theory.

License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Extensive knowledge of: accounting and auditing principles, theories, and practices as they apply to a wide variety of accounting transactions and fiscal troubleshooting activities.

Thorough knowledge of: the principles, techniques and procedures used in governmental accounting, auditing, and budgetary analysis; the laws, ordinances and regulations which regulate county fiscal operations; modern supervisory practices and principles.

Considerable knowledge of: modern office management, including the application and use of standard office and electronic data processing equipment; expertise in word processing, spreadsheet and database software.

Ability to: plan, coordinate and direct the work of a complex accounting or auditing entity which is composed of diverse fiscal functions; set up, revise, review and maintain complex accounting systems using different accounting and/or auditing functions; coordinate the accounting and/or auditing of division activities; interpret laws and regulations, and apply to a wide variety of fiscal operations; effectively supervise professional, technical and clerical personnel assigned to perform accounting and/or auditing duties; establish and maintain cooperative relationships with co-workers, subordinates and others as required; present ideas in a clear, logical fashion in writing or orally.
