POSITION DESCRIPTION: Monitor and analyze daily, weekly and quarterly purchasing card related reports timely and ensure appropriate notifications are made to purchasing card accountholders, approvers and accountants. This includes but is not limited to the monitoring and reporting of outstanding purchasing card transactions, international transaction fees, employee termination reports and financial disclosure reports.
Manages addition of department vendors into the FLAIR Statewide Vendor File, including maintenance and monitoring of vendor add email inbox. Responsible for analyzing add requests to determine if adding records is appropriate or necessary.
Monitor and analyze daily, weekly and quarterly reports related to the Statewide Travel Management System timely and ensure appropriate notifications are made to preparers, travelers, approvers and accountants. This includes but is not limited to the monitoring and reporting of aging reimbursements and the missing delegates report.
Acts as a Travel System Administrator for the Department, which includes maintenance of internal controls (such as system access and authorization levels), and developing/conducting related training.
Performs post-audits of payments processed through the PCard Works system. This includes tasks such as: coordinating and scheduling the audits; performing audit steps to include report analysis, record and related source data examination and tests an operations evaluation to detect inadequate controls and unusual or significant trends; establishing audit files and preparing work papers in sufficient detail to reveal nature and extent of work performed and to substantiate findings and recommendations; and preparing audit report drafts and participating in audit report discussions with responsible personnel.
Acts as backup for the Purchasing Card Program Administrator for the Department for limited functions including establishing new cards, making changes to existing cards and canceling cards, as requested.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and ability to use general office equipment. Knowledge of Microsoft Word and Excel. Knowledge of office procedures and practices. Knowledge of basic filing practices. Knowledge of accounting principles, practices and procedures. Knowledge of an accounts payable system and payment processing. Skilled in auditing. Skilled in organizing records, handling multiple tasks, and handling interruptions. Skilled in performing work that requires a high level of attention to detail. Skilled in good customer service. Ability to organize and file materials. Ability to use a personal computer and email. Ability to sort, distribute and maintain fiscal records. Ability to follow oral and written instructions. Ability to deal with internal and external customers in a prompt, professional and courteous manner. Ability to create and maintain spreadsheets that track and graph data and produce professional quality reports. Ability to work independently and prioritize work assignments to meet deadlines. Ability to communicate effectively orally and in writing.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university plus one year of accounting experience. The required bachelor’s degree may be substituted on a year-for-year basis with professional business work experience, in addition to the one year of accounting experience.
