POSITION DESCRIPTION: This is a professional accounting position in the General Payments Section primarily responsible for the control and distribution of invoices and other related disbursement documents. Control responsibilities include: record and monitor receipt of electronic and manual invoices to ensure compliance with Section 215.422 Florida Statutes., (F.S.) prevent duplicate payments and reduce interest penalties, and; analyze data and prepare production reports for management to determine achievement of performance measures. Distribution responsibilities include: screening invoices to determine transaction date for prompt payment compliance, and monitoring distributed invoices to ensure timely processing. This position also is responsible for pre-audit payment processing and preparation of accounting transaction detail reports for vendor payment inquiries and auditor/public records requests.
Record, distribute and monitor invoices/accounting documents for payment processing. This includes tasks such as: timely monitoring the receipt of invoices in the General Payments in-box; recording invoice data on the control spreadsheet; analyzing spreadsheet data and FLAIR (Florida Accounting Information Resource) accounting records to identify potential duplicate payments; print and prepare invoice packages for distribution; screen invoices and calculate transaction date to ensure later invoices receive priority processing to meet statutory prompt payment requirements and avoid interest penalties.
Research and resolve invoicing issues and payment inquiries from vendors and employees; effectively communicate results to requestors by email as well as by telephone; identify recurring issues and reporting statistical results to management.
Review and pre-audit of invoices and payment processing. This includes such tasks as: reviewing each invoice/payment request for accuracy; ensuring accurate and appropriate supporting documentation is included with the payment packages; determining the invoice transaction date for filing and processing to meet compliance with Section 215.422 F.S., and; ensure compliance with the Purchasing Card Procedure Level 8 processing timeframes.
Prepare and analyze invoice and payment related accounting data for reporting to management. This includes tasks such as: maintaining and reporting spreadsheet data for analysis of in-box functions; monitoring and reporting accounting correction requests, and; preparing other financial analyses for the General Payments Section.

Knowledge of basic filing practices. Knowledge of accounting principles, practices and procedures. Knowledge of an accounts payable system and payment processing. Ability to research unidentifiable invoices/documents. Ability to sort, distribute and maintain fiscal records. Ability to follow oral and written instructions. Ability to work independently and prioritize work assignments to meet deadlines. Ability to communicate effectively orally and in writing.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent.
