FISCAL ADMINISTRATOR

(Incumbents may supervise multiple staff)

SOCIAL SERVICES AGENCY
Administering a number of human services programs, the County of Orange Social Services Agency (SSA) is composed of four business divisions and over 4,400 dedicated employees, providing human services to an average of one-fourth of all Orange County residents. SSA operates under the policy direction of the Orange County Board of Supervisors and the California Health and Human Services Agency. SSA is responsible for planning, implementing, and operating many of the social services programs provided by the County of Orange.

Funding for programs comes primarily from Federal, State and County sources. SSA’s budget is approximately $1 billion, with fiduciary responsibility for an additional $4 billion in services provided as a result of programs it administers.

SSA is composed of the following four divisions: Assistance Programs; Children and Family Services; Family Self-Sufficiency & Adult Services; and Administrative Services. THE OPPORTUNITY
The Fiscal Administrator for the Social Services Agency performs key duties to support the department, including but not limited to developing and monitoring budgets and strategic financial plans, a full range of analytical duties including problem identification, information gathering, analysis, development of alternative resolutions, final recommendations preparing reports and presentations, and participating in and leading various committees. In addition, the Fiscal Administrator will supervise and evaluate staff performance, training and coaching staff, coordinating deadlines, prioritizing work demands, and assigning/mentoring workload. This position will supervise at least one staff.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess a bachelor’s degree in a relevant field and be a seasoned Budget and Finance professional with at least four (4) years of fiscal experience, including working experience in finance, financial reporting, and/or cost analysis. Candidates with a minimum of two (2) years of supervisory experience is highly desirable. The candidate will also be experienced and knowledgeable in the following core competencies:

TECHNICAL EXPERIENCE | TECHNICAL KNOWLEDGE

  • Preparing and maintaining the annual budget and Strategic Financial Plan
  • Understanding of County and State budget processes and its relation to financial and budgetary impacts
  • Developing and monitoring costs and expenses to assist in budget preparation and compliance with annual budget
  • Understanding of financial forecasting and projection techniques based on financial planning perspectives
  • Applying long range financial planning techniques as well as preparing and manipulating complex data spreadsheets
  • Conducting research, compiling data, and preparing complex financial analysis

LEADERSHIP | SUPERVISION

  • Leads a high performing and forward focused team of supervisors and other professionals by inspiring, motivating and empowering them to achieve Agency goals, outcome indicators, and performance measures.
