The Opportunity
WSDOT is currently seeking to fill two Fiscal Analyst 3 (In-Training) positions in the Project Support and Receivables (PS&R) team of the Accounting and Financial Services (AFS) Division. This position involves performing general and specialized financial analysis duties, adhering to Generally Accepted Account Principles (GAAP), state and federal regulations, and WSDOT guidelines. The role supports WSDOT’s mission by providing essential financial work for meeting fiduciary responsibilities. Responsibilities include senior-level financial monitoring, analysis of accounting data, consultation on complex financial scenarios, ensuring compliance with federal grants and Federal Highways Administration (FHWA) regulations, preparing accounting statements and reports, managing work orders and agreements, processing expenditure transfers, and reconciling accounts. The role also involves actively resolving unbilled issues and past-due accounts receivable in collaboration with agreement managers and program staff.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 (In-Training) will:
- Perform senior-level financial monitoring, analysis, and compliance checks on accounting and fiscal data.
- Provide consultation on complex financial scenarios and their impact on project budgets and compliance requirements.
- Prepare special accounting statements, invoices, and required documentation for various agency systems.
- Establish, modify, and monitor work orders, agreements, and federal grant authorizations.
- Conduct independent analysis of project data for federal grants, preparing accounting statements for submission.
- Prepare billing reports for federal grants and monitors payment status.
- Analyze financial data, makes necessary adjustments, and ensure budget compliance.
- Process expenditure transfers and prepare accruals and liquidations.
- Interact with program managers to determine fund sources for complex projects.
- Monitor accounts, reconcile financial data, and actively resolve past due accounts receivable and unbilled issues.
Qualifications

This is a Fiscal Analyst 3 position. However, the hiring manager reserves the right to fill the position at a lower level, depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
At the Fiscal Analyst 1 level, the following is required:
- High School Diploma (or equivalent)
- Minimum one (1) year of experience in the financial field (additional education may substitute for experience).
At the Fiscal Analyst 2 level, the following is required:
- Associate’s degree with 18 quarter / 12-semester credits in accounting (additional qualifying experience may substitute for education).
- Minimum two (2) years of experience in the financial field (additional education may substitute for experience).
At the Fiscal Analyst 3 level, the following is required:
- Associate’s degree with 18 quarter / 12-semester credits in accounting (additional qualifying experience may substitute for education).
- Minimum three (3) years of experience in the financial field (additional education may substitute for experience).
Demonstrated ability to:
- Perform senior-level financial analysis of accounting data in accordance with federal and state regulations and WSDOT policy.
- Analyze, interpret, and reconcile data from different financial systems.
- After training, independently navigate, query, update and prepare financial entries in WSDOT’s financial system, TRAINS.
- Recognize and resolve difficult and complex accounting problems.
- Provide sound advice and consultation to program management staff.
- Communicate complex financial information effectively to various audiences.
- Work independently and make independent decisions within the scope of responsibility.
- Complete all assignments accurately and timely.
- Work effectively as part of a high-functioning team.
- Manage workload where priorities can change frequently.
It is preferred that qualified candidates also have the following:
- Bachelor’s degree in accounting.
- Government experience.
- Experience with WSDOT systems (i.e., TRAINS).

- In addition to the salary range listed, a general wage increase of 4% will be applied for all state employees on July 1, 2023.
- This recruitment may also be used to fill additional positions per business needs.
- Depending on qualifications, this position can be filled at the Fiscal Analyst 1 – 3 levels:
- Fiscal Analyst 1 – annual salary range: $38,952 – $51,888.
- Fiscal Analyst 2 – annual salary range: $42,696 – $57,342.
- Fiscal Analyst 3 – annual salary range: $49,404 – $66,420.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
