Job Duties
The Virginia Commission for the Arts (VCA) is seeking to fill its Fiscal Officer position. This position will be responsible for serving as an integral member of the Virginia Commission for the Arts and directly supports its activity as a grant-making agency. It ensures the effective ongoing fiscal operations, accounting, and reporting of the agency through the direction of the Executive Director. The duties of this position include serving as the agency’s Fiscal Officer; ensuring accurate and timely processing, recording of payments to grantees, vendors, organizations, localities, and individuals through Cardinal; reconciling all agency transactions to the Cardinal accounting system, and budget actions through the Performance Budgeting system. This position will also be responsible for the effective management of eGMS systems including Foundant, REACH and Sam.gov accounts ensuring all financial reporting is completed accurately, and timely.
Minimum Qualifications
Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and governmental accounting standards and practices. Knowledge and ability to prepare financial reports and statements. Knowledge of automated accounting and purchasing systems. Working knowledge of principles and practices of budget formulation. Ability to communicate effectively with staff and constituents, clarify transactions, and resolve discrepancies. Experience in developing financial reports, interpreting results and reporting to management. Strong personal computer skills, including Microsoft Office, Excel and Access. Demonstrated ability to communicate effectively both orally and in writing. Ability to effectively direct and supervise fiscal support staff. High school graduate or equivalent.
Additional Considerations
Progressively responsible accounting and supervisory experience, preferably in government. Knowledge of Cardinal, eVA, Foundant, REACH, SAM.gov preferred.
