General Description
Provides administrative, programmatic and fiscal assistance to the Title One Coordinator regarding the administration of the Title I program. Performs a variety of complex work within established procedures and standard practices. Specialized knowledge of Title One policies and procedures is required. Work is performed under general supervision without specific instruction, requires frequent coordination with others at all organizational levels within and outside the department, and may require handling of sensitive information or dealing tactfully with the public. Considerable judgment is required.
Essential Job Functions
- Performs administrative, programmatic, and fiscal work required to ensure the efficient operation of the division level Title One program and individual school Title I programs. Prepares purchase requests; aligns proper codes and documentation to meet federal, state, and local purchasing policies; and processes invoices for submission to finance department and accounts payable.
- Performs grant bookkeeping/accounting functions for 20+ Title One school budgets along with the main administrative Title One budget and associated areas of support.
- Assists the Title I Coordinator with training, guidance documents, and other duties associated with program coordination and compliance.
- Provides administrative and programmatic support to various programs supported through Title I funding including but not limited to: Prekindergarten, McKinney-Vento, Foster Care, Neglected and Delinquent, and Equitable Services to Private Schools.
- Serves as a point of contact for Title I school administrators and office managers regarding fiscal and programmatic allowability under Title I. Provides guidance and assistance to school and division staff regarding Title I expenditures and related policies and procedures to meet federal, state, and local regulations.
- Performs general administrative tasks; answers telephone and screens calls. Responds to inquiries that do not require the supervisor’s attention. Obtains and provides information requested from within and outside the organization. Maintains good rapport with families, general public, and staff at all levels of the organization.
- Oversees proper documentation of 150+ Title 1 funded non-contractual assignments at the school and division levels. Provides support to school administrators and office managers in preparing and providing documentation for 150+ Title I-funded non-contractual agreements.
- Provides checks and balances and account reconciliation for documentation and expenditures related to travel expenses made utilizing Title I funds. Prepares travel and training requests and secures appropriate levels of approval. Makes travel arrangements for any travel funded through Title I at the division and school levels, including conference registrations and means of travel. Communicates with various staff members and organizes documentation for travel expense reports for any Title I-funded travel.
- Monitors the receipt of materials and supplies by the schools. Prepares documentation for proper payment of invoices.
- Works within and between various platforms for accounting, budgeting and reporting, including but not limited to OneSolution, Synergy, Microsoft Word, Microsoft Excel, and multiple Google applications.
- Serves as programmatic and fiscal point of contact with Grants Manager in the Finance Department regarding grant funding and programming.
- Prepares documentation for internal/external audits including VDOE program monitoring.
- Establishes and maintains effective working relationships with other offices, schools, and governing agencies.
- Responds orally and in writing to routine inquiries from within and outside the school system. Directs non-routine matters to appropriate resources.
- Keeps abreast of policy or procedural changes as they relate to the Title One Program. Attends workshops and seminars.
- Coordinates and distributes work to office personnel, when appropriate.
- Performs other related duties as assigned.
Budgetary Responsibility :
Performs grant bookkeeping/accounting functions for multiple Title One schools and main administrative Title One budget.
Report Preparation:
Prepares a variety of reports as needed relating to Title I operations, budget and programs.
Equipment Operation :
Utilizes general office equipment, including personal computer, copier, and fax.
Contacts:
Interacts daily with Title I administrators, office managers, teachers, vendors, department personnel, and division staff at all levels. Interacts frequently with the general public, family members, and faculty to obtain or provide information.
Work Direction :
Provides work direction to the Title One office personnel in the absence of Title I Coordinator.

Decision Making :
Performs majority of functions independently. Supervisory approval is required for purchases, personnel transactions and correspondence and is consulted in unusual or complex situations.
Formal Policy-Setting Responsibilities : Assists Title I Coordinator in establishing internal policies and procedures within the Title I Department.

Qualifications
Considerable knowledge of office operations and procedures; general bookkeeping principles, business English and mathematics, and office equipment to include manual and automated filing systems.
Working knowledge of the supervisor’s responsibilities, and programs and regulations at both the school and division levels.
Knowledge of Title One program policies or federal grant programs.
Skill in the use of a personal computer, utilizing word processing, spreadsheet and database software.
Demonstrated ability to compose correspondence, assemble data and prepare reports.
Demonstrated ability to manage office activities and administrative work; communicate effectively both orally and in writing; provide work direction to others; interpret and apply policies and procedures; and work effectively with all levels of personnel and the public.
Requirements
Education, training or experience sufficient to demonstrate the required knowledge, skills and abilities. A minimum of 5 years’ experience working in an office environment is preferred.
