Summary
Performs a variety of basic administrative and accounting procedures such as cashiering, inventory, purchasing, and data entry and under general supervision.
Essential Duties

  • Performs support tasks for financial functions such as banking, cashiering, filing, and preparing and sending County transmittals.
  • Creates invoices and resolves invoice disputes.
  • Enters data in the accounting sytem and other applications.
  • Retrieves and organizes documents for audits, program monitoring visits, and reports at the direction of Fiscal Tech II or III.
  • Provides backup for the processing and issuance of birth and death certificates.
  • Orders supplies and equipment and completes training registrations and travel reservations using established policies, procedures, and approval processes.
  • Assist in soliciting price quotes to support approval process for purchases or vendor agreements.
  • Organizes, maintains, archives, and destroys accounting and administrative records according to established retention schedules.
  • Provides logistical support such as coordinating motor pool functions, restocking supply rooms, communicating about and preparing materials for meetings, and conducting annual inventory.
  • Opens and distributes mail and receives packages using appropriate internal controls.
  • Monitors tickets and facilitates communication between Department staff and IT and facilities support to ensure smooth communication and timely resolution of problems and requests.
  • Prepares and publishes agendas, packets, and minutes for public meetings.
  • Prepares contracts and other documents for approval by the Board of County Commissioners.
  • Will be expected to perform public health emergency response duties as assigned and consisted with the training provided.
  • Will be expected to perform other duties as assigned consistent with job classification.

Qualifications

  • A high school diploma or GED
  • Two (2) years’ experience performing accounting tasks, with some accounting experience under supervision including accounts payable, accounts receivable, invoicing, purchasing, and the use of an electronic general ledger preferred.
  • Current WA State Driver’s License

Knowledge of

  • Principles of double-entry and data processing
  • Internal controls
  • The Washington State Budgeting, Accounting, and Reporting System (BARS)
  • The AFSCME collective bargaining agreement as it relates to seniority, leave accrual, and other benefits.

Skilled in

  • Entering data with speed and accuracy
  • Learning and using data software systems
  • Organizing materials
  • The use of Microsoft Outlook for electronic communications and scheduling
  • The use of Microsoft Word to create professional documents
  • The use of Microsoft Excel to create spreadsheets and charts using formulas, references, and linking
  • The use of office equipment including 10-key calculator, copier, fax, machine, and multi-line telephone
  • Taking notes and creating meeting summaries and minutes

Ability to

  • Manage and organize materials.
  • Manage communication with multiple parties regarding contracts processing or other multi-step processes.
  • Manage multiple priorities and prioritize tasks in order to provide timely responses to requests and deadlines.
  • Read, interpret, understand, and apply accounting standards and procedures, applicable Federal rules and regulations, and County policies and procedures.
  • Maintain confidentiality when dealing with client, contractor, and personnel matters.
  • Use computer applications relevant to the functions of the position proficiently.
