Position Overview:
The LACDA is seeking a dynamic Fleet & Facility Analyst with strong analytical, organizational, and contract administration skills to support the agency’s Fleet & Facility Manager with a wide array of complex processes and operations that are inclusive of the following duties described below. This position requires regular on-site work.
Essential Job Duties

- Monitors vehicle fleet inventory and performs regular inspections
- Schedules and transports vehicles for maintenance or repairs
- Maintains accurate records of all vehicle servicing, repairs, and maintenance activities
- Enforces contracts with suppliers and service providers
- Works with insurance providers to resolve claims
- Maintains, monitors, and manages vehicle titles, registrations, and license plates
- Processes all related invoices and accounts for timely payment
- Conducts monthly financial audits to ensure sufficient fund availability and plan financial needs
- Processes Encumbrance Release Orders and Purchase Orders
- Coordinates all routine and preventative maintenance programs and repair projects
- Reviews and tracks work orders to ensure timely resolution
- Obtains and reviews price quotes for the procurement of parts, services, and labor for projects
- Assists with Vendor/Contract Management and tracks vendor activity
- Supports good vendor relationships and ensures adherence to established agreements/contracts
- Communicates with administrators, personnel, and vendors on routine and emerging activities
- Provides agency-wide inventory, material, supplies, and asset management support
- Adopts and manages digital platforms to organize and digitize unit records
- Documents activities and maintains accurate record keeping
- Assists with safety and emergency preparedness
- Creates and presents ad-hoc reports
- Coordinates and prepares facilities for emerging conditions and/or events
- Prepares written communications, such as letters and memos
- Prepares, creates, analyzes, reviews, and reconciles various reports
- Travel to offsite locations
- Performs other duties and tasks as assigned
Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:
- Bachelor’s Degree in Business, Public Administration, or a related field.
- Three (3) years of relevant experience performing complex inventory control, operational, and budgetary support work in a contract/procurement environment.
- Experience conducting financial, procedural, or operational audits is preferred.
Knowledge of:
- Principles and practices of procurement and contract administration
- Theories, principles, and practices of workplace and vehicle safety
- Theories, principles, and practices of inventory control procedures
- Complex recordkeeping
- General office practices and procedures
- Research and report preparation methods

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

In addition to the above, the LACDA’s Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through “Salary Redirection” arrangements.
As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.
Changes to CalPERS:
The LACDA is a participant of the California Public Employees Retirement System (CalPERS). Effective January 1, 2013, an employee who is hired by the LACDA and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity OR has a break in service greater than 6 months (aka “New Member”), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 8.25% member contribution.
An employee who is hired by the LACDA from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka “Classic Member”) shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It’s important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a “Classic Member.”
*Traffic Court Specialist (TCS) employees receive one additional holidays.
