Job Duties

The Department of Conservation and Recreation (DCR) works with Virginians to conserve, protect, and enhance their lands and improve the quality of the Chesapeake Bay and Virginia rivers and streams; promotes the stewardship and enjoyment of natural, cultural and outdoor recreational resources; ensures the safety of Virginia’s dams and protect life and property through proper floodplain planning and management.

DCR is seeking an experienced management professional to provide guidance and leadership to the Floodplain Management Division.

The Division Director of Floodplain Management will provide leadership and oversight of the floodplain management programs in accordance with Virginia law and regulations and federal requirements in the context of the policies of the administration as communicated by the DCR Department Director through the Deputy Director. This position will also recognize opportunities to minimize the risk to the life, property, the environment, of flooding; expand public awareness of the impacts of flooding, flood damage; and works cooperatively with local, state, and federal agencies and private entities to maximize preparedness and reduce risk.

Specifically, the incumbent of this position will be responsible for providing leadership and guidance for division personnel; ensuring state/agency floodplain management policies are implemented; and ensuring DCR’s floodplain management programs, associated projects, and services are consistent with management principals and policies. The incumbent of this position will also provide oversight of Federal Emergency Management Agency (FEMA) grants according to federal requirements; seek out other grant opportunities to enhance programs and to provide additional benefits to Virginia’s taxpayers; and develop and maintain written budget plans to ensure the division operates within the budget while meeting program needs. The Floodplain Director will also consult, in concert with the Director and Deputy Director, on legislative issues affecting the public; and interacts with the public on matters relating to operations, and administrative program matters.

Minimum Qualifications

Possess Floodplain Manager Certification. Considerable knowledge of federal and Virginia floodplain management laws, regulations, procedures, and programs, which demonstrates the ability to implement program delivery in accordance with them. Previous experience, which demonstrates the ability to effectively lead, develop, and manage multiple priorities for programs/operations as well as experience providing supervision and support for professional and technical staff for personnel matters. Previous experience collaborating with high-level contacts from the private sector as well as with federal, state, and local officials and experience communicating with them both orally and in writing. Previous work, history, which demonstrates the ability to analyze problems, make appropriate administrative decisions, and the ability to negotiate solutions. Previous work history, which demonstrates grants management. Previous experience, which demonstrates the ability to organize and coordinate management operations to reach specific and measurable goals and objectives. Skills in using computer software applications to manage program activities, develop reports, and analyze program effectiveness.

Additional Considerations

Graduation from a college or university in floodplain management, civil, environmental, or mechanical engineering; natural or physical science, or related field. Experience leading a conservation and or/regulatory program related to flood resilience.

The successful candidate will also be flexible and able to adapt to the changing needs of the division programs and the agency. Occasional overnight travel necessary. Completion of a Statement of Economic Interest is required. Valid driver’s license.
