Summary
Incumbents in this classification are responsible for serving as a Lead and inspecting gas and mechanical system installations to ensure compliance with relevant codes. Duties include reviewing mechanical systems and gas piping plans, training inspectors and educating contractors. Work requires limited supervision and the use of independent judgment and discretion.
ESSENTIAL FUNCTIONS:

Serves as a Lead to lower-level gas and mechanical inspector staff including assigning and monitoring work, training staff on work methods and procedures, and providing direction.
Conducts field inspections of applicable gas and mechanical system installations for conformance with applicable codes and established specifications which may include: supply/return air ducts; electric/gas-fired boilers; refrigeration systems; seismic restraints on equipment and piping; commercial kitchen hoods, exhausts, and air systems; steam, hot and chilled water; air quality within structures; exhaust air; fire dampers in duct systems and/or other applicable systems.
Conducts plan reviews on mechanical systems and gas piping. Enforces applicable Federal, State, and Local laws, codes, rules, regulations, specifications, standards, policies, and procedures; initiates appropriate actions to correct deviations or violations; interprets and enforces the provisions of applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
Conducts high and low-pressure testing of gas piping systems. Orders the discontinuance of gas service as required.Investigates reports of hazardous conditions.
Identifies code deficiencies; reports violations and variations from codes and plans; recommends corrective actions; issues stop work notices as needed.
Reviews amendments in gas and mechanical codes; submits recommendations for code changes.
Provides information and technical assistance concerning requirements of gas and mechanical codes; discusses problem areas with property owners and contractors; respond to questions or complaints concerning code violations.
Coordinates inspection activities with other departments, property owners, contractors, other inspectors, or other individuals.
Prepares or completes various forms, reports, correspondence, logs, notices, citations, inspection reports, certificates of completion, technical reports, or other documents.
Receives various forms, reports, correspondence, field cards, building plans, mechanical plans, gas plans, drawings, specifications, manuals, codebooks, ordinances, standards, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
Utilizes precautionary safety equipment and monitors the work environment to ensure the safety of employees and other individuals.
Conducts code enforcement activities including initiating stop-work orders; preparing written notices of violation; testifying in court regarding court violations; appearing before the City Council in matters pertaining to code violations and performing other related activities.
Receives, processes, and maintains a variety of forms, reports, correspondence, construction plans, drawings, specifications, manuals, codebooks, ordinances, and/or other related documentation.Records inspection visits and results in applicable databases and logbooks.
Uses, carries and answers cell phone for business purposes as determined by the assigned job duties and the department head.
Performs other duties as assigned.
Minimum Qualifications
High School Diploma or GED and completion of an apprenticeship or training in a related skilled trade area with training emphasis in gas and mechanical system engineering; supplemented by five (5) years of experience that includes gas and mechanical system maintenance and inspection.
LICENSING AND CERTIFICATIONS:
Valid Tennessee Driver’s License; ICC Mechanical Inspector Certification or ICC Gas Inspector Certification; Must be able to obtain Special Police Commission Certification(s) within one year of hire.
KNOWLEDGE AND SKILLS:
Knowledge of commercial and residential mechanical and gas systems and related installation requirements; inspection methods; applicable Federal, State, and Local laws, ordinances, codes, rules, regulations, standards, policies and procedures; applicable tools and equipment utilized in the trade and customer service principles.
Skill in prioritizing and assigning work; using a computer and related software applications; conducting mechanical and gas inspections for compliance with applicable codes; operating applicable tools and equipment of the trade; conducting investigations; interpreting, applying and communicating applicable laws, ordinances, codes, rules, regulations, standards, policies and procedures; reviewing plans for code compliance; reviewing and interpreting a variety of technical documents, including blueprints and schematics, and communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
PHYSICAL DEMANDS:
Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
WORK ENVIRONMENT:
Medium Work: Exerting up-to 50 pounds of force occasionally and/or up-to 20 pounds of force frequently and/or up-to 10 pounds of force constantly to move objects. Incumbents may be subjected to moving mechanical parts, vibrations, fumes, odors, dusts, gases, poor ventilation, extreme temperatures, workspace restrictions, and intense noises.
