The Deputy General Counsel provides the Department of Employment and Economic Development (“Department”) with leadership and legal expertise to support the Department’s compliance with state and federal laws.
Responsibilities:
- Manage a team of attorneys including the hiring and evaluation of the performance of assigned staff.
- Assist the General Counsel in coordinating and managing legal work throughout the Department.
- Provide legal direction regarding the Department’s tort claims, worker’s compensation matters, administrative appeals, and litigation.
- Conduct legal research, writing and analysis, and provide legal advice to the Department on a variety of complex legal issues.
- Collaborate with other Department staff concerning implementation of legal policies and best practices.
- Manage the development of legal training on a variety of topics to Department staff.
- Oversee the Department’s rulemaking activities.
- Assume the duties of the General Counsel in case of absence.

Qualifications
Minimum Qualifications
To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.
- Juris Doctorate (J.D.) from an ABA accredited law school.
- Must be licensed to practice law in the State of Minnesota and current with continuing legal education requirements.
- At the time of application, must have five (5) years of legal experience as a practicing attorney which must include conducting legal research, writing, and analysis for the last five (5) years.
- Experience providing legal advice to senior management or executives.
- Supervisory or lead experience in reviewing and providing feedback on other attorneys’ work products.
- Experience in one or more of the following areas: employment law, government grants/contracts/acquisitions, rulemaking, tort claims, worker’s compensation, administrative appeals, civil litigation, or the Minnesota Government Data Practices Act or closely related field as determined by the hiring agency.
- Experience representing clients in litigation as lead counsel or co-counsel.
Preferred Qualifications
- Experience handling issues related to state and federal laws as they relate to DEED programs and services.
- Knowledge of the Minnesota Government Data Practices Act and ability to analyze data, determine classification of data, and provide protection of not public data.
- Experience planning and delivering complex legal training to non-legal audiences.
- Experience working with the Minnesota Attorney General’s Office and/or State government agencies.
- Ability to producelegal advice products that are understandable to their non-legal audience.
- Ability to produce written products that are thorough in content and professional in appearance.
