New Hire: $28.80 • 90 days: $30.32 • 1 year: $31.82 • 2 years: $33.65 • 3 years: $35.45

About GIS Specialist:
Prepares and maintains digital maps and their associated databases within the Geographic Information System (GIS) of Linn County under the general direction of the Land Records Analyst in the Auditor’s Office. Works on GIS related projects such as parcel mapping, addressing, property description verifications, Census Bureau maps, data verifications, etc. Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.
Essential Functions

  • Prepares and maintains digital real estate land records within the Linn County GIS database (ArcGIS).
  • Creates and assigns attributes to real estate features such as parcels, subdivisions, lot lines, and easements.
  • Converts digital data from a variety of applications, including hard copy, into the County GIS
  • Researches request for subdivision of lands to ensure compliance with all required regulations.
  • Reviews plats for recording to ensure requirements set by Iowa Code & local jurisdictions are met.
  • Determines the legal content of recorded surveys including tax parcels, legal descriptions, and title holders in order to divide, consolidate, and/or impact land records
  • Maintains real estate records within the Linn County taxing software (Incode 10) and notifies assessors of appropriate changes.
  • Assists attorneys, engineers, realtors, appraisers, and the general public with questions regarding location, ownership, and legal description of land.
  • Drafts large scale, official County Plats to show newly recorded subdivisions on land splits.
  • Updates existing plans and County maps to reflect changes to roads, annexations, road names and new street addresses using survey drawings and legal descriptions.
  • Provides map data digitally or by hard copy such as parcel maps, taxing authority flood plain information, etc.
  • Operates equipment associated with GIS such as computers, plotters, scanners, tablets, G.P.S., etc.
  • Performs all other related duties as assigned.
  • Knows the products they personally produce and the customers of each product. Listens to the “Voice of the Customer “and closes gaps between customer expectations and experience whenever possible.

Minimum Qualifications & Requirements

  • Bachelor’s degree in Geography, Planning, Engineering, Computer Science, or a related field required.
  • Three (3) years of experience working with a G.I.S., cartography, photogrammetry, civil engineering, survey drafting or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities.
  • Candidates must have experience in computer mapping systems, specifically with the ArcGIS Platform.
  • Thorough knowledge of a variety of methods, materials, and procedures in a G.I.S. and cartography.
  • Thorough knowledge of legal and technical content of property descriptions, platting/subdivision of land and real estate taxation.
  • Basic knowledge of database structures.
  • Ability to use a computer running Windows NT, calculator, photographic and drafting equipment, blueprint and copy machine and a fax machine.
  • Ability to read and interpret legal descriptions and to draw them.
  • Ability to communicate effectively both orally and in writing.
  • Ability to read and adhere to Iowa Code.
  • Ability to work in a team environment. Skills in the operation of Geographic Information Systems (GIS) (preferably in ArcInfo and ArcView), Computer Aided Drafting and Global Positioning Systems (G.P.S.).
  • Skills in evaluation of data and project findings.
  • Skills in drawing and layout.

Special Necessary Requirements:
Must pass a County physical examination which includes a drug test after offer of employment. Regular work attendance required. Must remain awake and aware of surroundings at all times.
