Pay Range
$136,500 – $175,272 Annually for the TSS.3 level
$163,740 – $210,288 Annually for the TSS.4 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Global Security (GS) Directorate Operations and Infrastructure Liaison. You will be an integral part of the Directorate operations staff, ensuring Global Security Site 300 (S-300) operations are executed safely, consistently, and in a manner compliant with Strategic Deterrence Operational Procedures and Policies as well as serving as the Integrated Project Team (IPT) Lead for GS to ensure GS infrastructure projects are executed to meet needs and coordinated through the Office of Laboratory Infrastructure (OLI). You will report to the GS Deputy Principal Associate Director (DPAD) for Operations.
This position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
In this role, you will
- Assist with implementing best practices, principles, and concepts to highly complex issues and organizational problems in the infrastructure, security, quality, and ES&H arenas.
- Provide support to the GS PAD’s execution of projects at S-300, interfacing with the Program Leaders responsible for the projects and the DPAD for Operations and affected Program Managers.
- Lead or participate in investigations of reportable occurrences, injuries, and illnesses related to the execution of projects at S-300.
- Work with the GS Work Planners and Authorizing and Responsible Individuals, Principal Investigators, and Subject Matter Experts, including senior management, from across the Laboratory to assist in developing work control products and properly steward relevant technical ES&H, Engineering, Conduct of Operations, etc. topics necessary to ensure GS organizational work planning effectiveness and efficiency.
- Serve as the IPT Lead for GS interfacing with the OLI to ensure GS portfolio of projects is executed to the approved cost, scope, and schedule. Monitor performance ensuring program mission milestones continue to be met.
- Initiate projects within the organizations work induction process, noting IPT ownership and negotiating appropriate project management resources for project execution.
- Lead and manage schedule and budget for the GS IPT and integrating between funding sources and programmatic equipment and conventional facility projects.
- Represent GS on the monthly Project Management Office (PMO) monthly project reviews.
- Perform other duties as assigned.
Additional job responsibilities, at the TSS.4 Level
- Participate in cross-cutting Institutional safety and/or security groups with a view to improving and strengthening LLNL infrastructure policies and procedures.
- Represent the GS Directorate as an Infrastructure Subject Matter Expert in high-level interactions with internal and external customers related to GS programmatic missions at S-200 and S-300.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time if hire.
- Bachelor’s degree in science, chemistry, engineering, or related science discipline, or the equivalent combination of education and extensive related experience.
- Advanced knowledge of ES&H procedures, requirements, and chemical, industrial, and radiological hazards management.
- Advanced verbal and written communication skills necessary to effectively collaborate in a team environment, present and explain technical information, influence others, and provide information and advice to management.
- Demonstrated mature judgment and decision-making. Ability to resolve difficult issues using creative problem-solving skills and, lacking authority, exerting influence to gain the cooperation of others.
- Experience deconflicting competing mission and program priorities related to program execution with multiple funding sources.
- Experience in analyzing and interpreting complex technical or institutional data.
- Extensive knowledge and experience interpreting and implementing policies, procedures, and practices, especially in the areas of facilities, infrastructure, ES&H policies & procedures.
Additional qualifications, at the TSS.4 Level
- Extensive experience developing and implementing improvements to facilities, infrastructure, and ES&H policies and procedures.
- Expert knowledge of and extensive experience implementing Laboratory, corporate, Department of Energy (DOE) and/or related customer/sponsor requirements.
Qualifications We Desire
- Familiarity with the GS’ Programs, matrix structure, missions, and operations.
- Familiarity of the knowledge of Work Planning & Control, Issue Tracking System, and the injury and illness reporting system.
- Knowledge of Project Management scheduling, budgeting reporting processes.

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).
Security Clearance
