EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time position (37.5 hours per week). The starting time for the position is currently 8:30 a.m.

GENERAL SUMMARY:
Under direction, this position assists in the development and implementation of federal grant funded community action programs and initiatives to support Macomb Community Action’s mission. This includes researching, evaluating and analyses of program compliance and effectiveness. Additional responsibilities include grant monitoring, compliance, and reporting.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Assists in managing, coordinating, and monitoring all Macomb Community Action (MCA) grant programs.

Assists in the development, planning, analysis and implementation of grant programs and initiatives to support MCA’s mission.

Researches, evaluates, and monitors MCA’s grant programs.

Monitors the budgets and spending of MCA’s grant programs.

Assists in ensuring compliance of grant programs with established state and federal guidance.

Assists in the monitoring of program evaluation metrics, including reporting compliance and report writing.

Assists with processing, submitting, and tracking all required documentation necessary for the approval of grant funded purchases.

Maintains records and prepares forms, reports and correspondence related to grant funded community action programs.

Attends and participates in meetings, presentations and conferences representing MCA to discuss and explain grant programs.

Facilitates and encourages the exchange of information with local, county, and regional metropolitan agencies.

May oversee the work of other staff as assigned.

Operates standard office equipment, including a personal computer

Operates an automobile to perform assigned job functions.

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • Associate Degree in Accounting, Public Administration, Business Administration, Communications or a related field from an accredited college or university
  • A minimum of two (2) years of experience in grant administration in a public sector setting, including grant writing and reporting

Preferred Education and Experience

  • Bachelor’s Degree in Accounting, Public Administration, Business Administration, Communications or a related field from an accredited college or university

Required Licenses or Certifications

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Retirement System
Macomb County has a defined contribution 401(a) plan. The employee contribution is 3% of base wages and the County contribution is 6% of base wages per pay period. Employees are 100% vested after five (5) years of service.

Deferred Compensation
Macomb County employees are eligible to contribute up to fifty percent (50%) of gross salary or the annual maximum as established by the IRS (whichever is less) to a pre-tax savings plan. The County does not contribute to this savings plan.

Life Insurance
Macomb County offers life insurance provided by the employer for regular full-time employees. Additionally, the employer will provide a payroll deduction for employees wishing to purchase additional life insurance for their self, spouse, and eligible dependents.

Long Term Disability
Long-term disability coverage is effective the first day of the month following six (6) months of continuous employment. This benefit is intended for lengthy illnesses with a 180-day elimination period, paying 60% of an employee’s monthly income.
