About the Indiana Department of Homeland Security (IDHS):
The Indiana Department of Homeland Security (IDHS) leads Indiana’s emergency planning and operations, first responder training, and fire and building safety. The agency hosts state-level training exercises each year and certifies thousands of first responders. IDHS also supports the state Emergency Operations Center (EOC), which leads response and coordination efforts for large-magnitude incidents.
Salary:
This position traditionally starts at an annual salary of $42,900. Salary for this position may be commensurate with education and job experience.
Role Overview:
The Grant Program Finance Coordinator processes reimbursements of federal grant funds to our state, local, and private non-profit applicants. You will maintain precise tracking records of reimbursement transactions to ensure that reports to the Federal Emergency Management Agency (FEMA) are compliant with federal program guidelines. You will also assist in closing out grants,
Key outcomes for this role are:
- Assisting with the Hazard Mitigation and Public Assistance grant application process
- Updating and ensuring the accuracy of the Public Assistance and Hazard Mitigation grant database
- Monitoring open grants and providing performance guidance to sub-recipients.
- Updating sub-recipients of project and quarterly reporting deadlines, and working with the Program Directors on extension requests when needed.
- Reviewing and processing grant reimbursement payment requests. This includes reviewing the submitted documentation to ensure all activities are part of the FEMA-approved project scope of work.
- Coordinating with IDHS Fiscal Management Department for grant reporting and reconciliation requirements.
- Maintaining quarterly reports for state management costs.
- Monitoring grant compliance.
A Day in the Life:
The essential functions of this role are as follows:
- Assist in the development of emergency tactical and operational plans, statewide analyses, and evaluations by compiling data.
- Assist with the timetable and execution of tabletop, functional and full-scale exercises for the emergency plans.
- Provide guidance to political subdivisions of the state to enable each jurisdiction to develop area plans.
- Conduct research and data acquisition to support the development of strategic, operational, and tactical planning elements for state and local agencies.
- Coordinate with local, state, and federal partners to ensure consistency, feasibility, flexibility, and interoperability of all operational or tactical plans.
- Assist in the preparation of short and long-range training plans for state and local responders.
- Assist senior planners with exercise facilitation and evaluation during scheduled exercises.
- Coordinate, promote, and manage district-level training and exercise training programs.
- Assist local, state, and federal partners in developing and conducting training exercises at the state and regional levels.
- The position may require travel to state and regional training exercise sites.

What You’ll Need for Success:
You must meet the following requirement to be considered for employment:
- Basic knowledge of planning techniques and procedures.
- Basic knowledge of urban planning, transportation planning and state and local economic and industrial development.
- Basic knowledge of emergency disaster, emergency cause and effect and procedures and methodology to minimize adverse effects.
- Ability to use the techniques of fact-finding and analysis to interpret statistical information and trends concerning the physical, social, and economic aspects of population centers.
- Ability to explain the programs and secure cooperation between local, state, and federal government and private executives.
- Ability to communicate effectively, both orally and in writing and through structured media.
- Ability to develop feasible techniques and methods to achieve plan solutions.
- Ability to comprehend and interpret federal and state laws, guidelines, and regulations relative to disaster planning and operations.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
