POSITION SUMMARY:
Under direction performs work of considerable difficulty in coordinating and completing various administrative responsibilities within an assigned service or program area; provide centralized oversight and support for all grant compliance, accounting, and reporting activities. performs related work as required.

ESSENTIAL JOB FUNCTIONS:

  • Coordinates a variety of administrative activities related to assigned service or program area, such as economic development, grants research, employee relations, management relations, public relations, systems design, or accounts receivable
  • Researches, compiles, and analyzes information related to assigned area
  • Works with divisions to analyze and resolve employee relations issues, workers’ compensation and safety issues, and classification issues
  • Makes presentations and submits recommendations for program improvements and enhancements
  • Recommends modifications and implementation of work methods or systems to improve productivity or reduce costs of service
  • Prepares reports, correspondence, and related materials to document work
  • Assists in the development of program goals and objectives
  • Analyzes grievances, obtains and reviews necessary information and makes recommendation for approval or denial
  • Assists with budget preparation and budget monitoring of assigned function area
  • Represents the City at public meetings
  • Provides information and/or recommendations concerning collective bargaining proposals related to program area
  • Assists administration with carrying out the responsibilities of the department/division
  • Manages procurement and finance processes in SAP
  • Obtains information on taxing districts, parcel numbers, property descriptions, present assessed costs, and other pertinent information from the County records and applies the information to various assessment programs
  • Receives assessment payments and posts these payments to ledgers to include the maintenance of records of funds and prepayments
  • Answers telephone calls about special assessment charges and/or directs such inquiries to knowledgeable persons
  • Prepares and mails public notices for street paving, sanitary and storm sewers, street lights, water lines and other assessment projects
  • Assists in scheduling the Board of Revision public hearings to include legal and public notices and certified mailings
  • Verifies accuracy of records and maps through field visits as required; transcribes Board of Revision meeting minutes and distributes to appropriate Board Members and interested parties
  • Performs a wide range of computer, reconciliation, cost accounting, cash receipting, typing, filing and clerical work in conjunction with overall Treasury Division functions
  • Works with SAP consultants on restorations and enhancements
  • Performs SAP configuration for purchasing and finance functions
  • Provides Help Desk support
  • Creates reports from SAP data bases
  • Supervises the subordinate personnel in the area of accounts receivable
  • Prepares correspondence to customers as needed
  • Approves payment agreements
  • Recommends customer settlement offers to the Commissioner of Accounts
  • Researches, compiles and analyzes past due invoices
  • Prepares court filings for in-house legal representative
  • Determines invoices to be turned over to collection
  • Determines and prepares Allowance for Doubtful Accounts adjustment
  • Prepares spreadsheets and reports
  • Designs, develops, maintains, and enhances application programs for all business processes including meter reading, financial accounting, customer service, billing, and legal collections
  • Identifies, researches, writes and follows through to resolution, ticket items for system defects
  • Develops and makes configuration changes to the DPU/SAP system
  • Provides subject matter expertise using best practices to the entire DPU SAP system operation in order to assist with problem solving; creates annual Batch Billing Schedule Calendar
  • Analyzes, maintains, and enhances processes and contract accounts for Collections and Legal Units.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:

  • Considerable knowledge of the technical subject matter utilized in the section
  • Considerable knowledge of governmental accounting principles, practices and procedures
  • Considerable knowledge of general accounting and auditing
  • Considerable knowledge of procurement and financial processes in SAP
  • Considerable skill in working with consultants on improvements and enhancements to the financial system
  • Good knowledge of computer software
  • Good knowledge of the programs and objectives of the department/division
  • Good knowledge of the rules, regulations, laws, policies and procedures governing activities of the section
  • Good knowledge of investigative and research methods and techniques
  • Good knowledge of the City’s organizational structure.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration with an emphasis in Accounting or Finance and four (4) years of governmental fund accounting experience or financial experience, preferably in the public sector. A Master’s Degree in Business Administration with an emphasis in Accounting or Finance may be substituted for one (1) year of governmental fund accounting experience or financial experience.

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).
