About the State Budget Agency (SBA):

The mission of the Indiana State Budget Agency is to achieve excellence in fiscal decision making and fiscal results on behalf of the Governor and in support of the General Assembly. The State Budget Agency facilitates the processes of revenue forecasting, budget development, and budget implementation. The Budget Agency evaluates and communicates the fiscal and policy impacts of legislative proposals with the objective of assuring best information available to decision makers.

Salary:

The salary for this position traditionally starts at $70,122.00 but may be commensurate with education or work experience.

Role Overview:

The State Budget Agency has acquired eCivis, a new statewide grants management solution for both state and federal grants. A Grants Management Analyst will be part of a team responsible for the adoption and implementation of the statewide grants management solution and ongoing change management. This team is responsible for developing and leading a change management and workforce transition plan, using fit-gap analysis and internal agency feedback to support adoption, create supporting materials for communication and educational purposes, and provide technical assistance, oversight, and compliance advise.

As Grants Management Analyst at State Budget Agency, your responsibilities will include but not limited to as follows:

Grants and Finance Knowledge

  • Understand state and federal administration requirements such as, but not limited to, various financial and programmatic reports, award letters, and contracts
  • Assist in the development of technical standards and policies to meet the customers, peers, and organization’s needs
  • Plan, develop, organize, write, and edit operational procedures and manuals
  • Assist with providing training sessions regarding the grant process and the grants system

Business Processes

  • Formulate and define system scopes and objectives through research and fact-finding combined with a basic understanding of user needs and business systems and industry requirements
  • Facilitate process change through the integration of new processes with existing ones and communication of changes to impacted Business Systems
  • Establish and maintain strategic partnerships with assigned customers to help them meet their business and technical needs
  • Perform technical assistance through various computer systems to internal and external customers
  • Create documentation for the business system workflows
  • Recommend and facilitate quality improvement efforts
  • Reviews request for fulfillment of program objectives and federal and agency requirements and policy
  • Facilitate the delivery of technical business solutions and products to customers
  • Other duties as assigned

Successful candidates should have the following:

  • Bachelor’s degree (or 3 years of relevant work experience)
  • Proficient knowledge of federal grant requirements, including U.G.G. (2 CFR 200)
  • Proficient knowledge of state financial requirements, including the state Financial Management Circular
  • 2+ years of federal grant management or federal grant audit experience
  • Preferable to have 2+ years of state finance experience
  • Preferable to have working knowledge of programs, program planning, public administration, and the political system as they relate to the grant process
  • Preferable to have working technical knowledge of eCivis or grants management solutions
  • Strong ability to communicate, orally and in writing
  • Ability to assist grant staff with federal, state, and, local contacts to retrieve required information via telephone or e-mail as required.

A Day in the Life:

The essential functions of this role are as follows:

  • Promotes the utilization of technical services to resolve business issues within the enterprise, agency, program area, division or product line;
  • Provides technical leadership on complex business intelligence projects and performs as a Subject Matter Expert in business or functional area;
  • May lead re-engineering team and act as project manager in some cases;
  • May participate in strategic planning processes for Information Technology Division, seeking opportunities to apply current and future service offerings to meet the needs of current and potential customers;
  • Develops technical standards and policies to meet the needs of customers, peers and management;
  • Recommends and facilitates quality improvement efforts;
  • May serve as a team leader providing guidance, advice, supervision and/or training to other Business Analysts;
  • Assists, directs, trains, monitors, and coordinates the work of less experienced staff and assists with the development of difficult and highly complex programs;
  • Formulates and defines system scopes and objectives through research and fact-finding combined with a basic understanding of user needs, business systems and industry best practices;
  • Creates process change through the integration of new processes with existing ones and communication of changes to impacted Business Systems teams;
  • Establishes contracts for the procurement of technical business solutions;
  • Establishes and maintains strategic partnerships with assigned customers in order to help them meet their business and technical needs;
  • Provides leadership in the development of strategic plans based on customer needs;
  • Analyzes business and user needs, documents requirements, devises new technical business system solutions, and translates into proper system requirement specifications;
  • Devises or modifies procedures to solve problems considering telecommunications equipment and systems or computer equipment capacity and limitations, operating time, and form of desired results;
  • Facilitates the delivery of technical business solutions;
  • Manages the expectations of customers, peers, vendors and management;
  • Establishes contracts for the procurement of technical business solutions.
