Employee will be assigned to the Business Operations Office, Fiscal Services, Accounting and Financial Reporting & Sub Grants.
Under general supervision, performs advanced level work to perform grant oversight and financial analysis on federal and state sub grants awarded by the agency, working with directors and program managers to ensure sub awards and related change orders are input into wvOASIS and regularly monitored, and provide federal grant administrative guidance to agency divisions per OMB Uniform Administrative Requirements (2 CFR Part 200). Assist in submitting federal grant requests through and submitting grant funding activity to the Governor’s Office for preapproval; prepare required sub award documents for federal and state sub grants; enter federal sub awards into the federal sub award reporting system as required by the Federal Funding Accountability and Transparency Act (FFATA); correspond with federal granting agencies and sub award recipients both verbally and in writing; provide status reports to DEP directors and program managers regarding grant award status, availability of funds, and federal grant funding match; review sub grant construction pay applications for accuracy and ensure correct financial coding is entered; generate and manipulate financial and informational reports in business intelligence as requested, and perform corrections and other adjusting entries to agency funds and budgets in wvOASIS. Employee will also analyze operations and work with fiscal staff to develop or improve standard operating procedures within the Sub Grants Unit. Employee will perform other duties as required and/or assigned.
Note: Position requires extensive knowledge and use of Excel spreadsheets, Microsoft Word, and wvOASIS. Employee may be required to complete a grant management certification program.
Note: Regular attendance is an essential part of this position. Occasional travel, including overnight, may be required. Overtime may be required for special projects.
Ideal applicant will be eligible to operate a motor vehicle in West Virginia; must be able to learn and become proficient in new systems quickly; effective oral and written communication skills are vital, as is the ability to think analytically.

Minimum Qualifications
Training: Graduation from an accredited four-year college or university with a major in business or public administration, economics, finance, business management or accounting or related areas.
Substitution: Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Two years of full-time or equivalent part-time paid experience in grants management or public funds administration.
Substitution: Master’s degree in business or public administration, economics, finance, business management, accounting, or a closely related field, from an accredited college or university, maybe substituted for one year of the required experience.
