DESCRIPTION
This position is considered a Safety-Sensitive position. Applicants who pass the interview process will be subject to drug and alcohol testing.
The purpose of this position is to conduct maintenance and upkeep of the public parks, grounds, buildings, athletic fields and related facilities within the Recreation Department.
EXAMPLES OF ESSENTIAL DUTIES
Essential Functions:
- Mows/cuts grass with power equipment, commercial riding mowers and weed eaters.
- Opens and closes park gates, restrooms and prepares fields for use.
- Loads and unloads dirt, gravel, and other debris.
- Cleans, maintains and services equipment and tools.
- Picks up trash in the parks areas and disposes of it properly.
- Cleans and restocks restrooms and cleans picnic pavilions and prepares them for reservations.
- Maintains and conducts light repair work on equipment, building and grounds; repairs irrigation systems.
- Moves and sets up for park functions requiring moving tables, bleachers, and chairs for concerts and special events.
- Cuts down and removes limbs, branches, and trees that have been damaged by adverse weather conditions.
- Trims and sprays weeds with herbicide; spreads fertilizer.
- Installs mulch and trims landscape.
- Performs other work as assigned.

Minimum Education and Experience Requirements:
- Requires High School diploma or GED, which may be waived by work experience.
- Experience in landscaping or closely related field preferred.

Employee Benefits
Benefit Enrollment Eligibility
Medical, Dental, Vision, Flexible Spending Accounts, Voluntary Term Life, Employee Assistance Program and Fit for Success:
- Full-time employees regularly scheduled to work a minimum of 30 hours per week

- Dependent children, including stepchildren, up to age 26.

Benefit Enrollment Wait Period
Benefit coverage begins on the first day of the month following or coinciding with a 60-day elimination period.
Benefit Deductions
Payroll deductions for elected benefits take place a month in advance of the effective period of the coverage. Example: May benefits are payroll deducted in April; coverage begins on May 1. The exception to this is Flex Spending Accounts – FSA deductions are deducted current.
Medical
Medical care and hospitalization benefits are provided by Blue Cross Blue Shield of TN (BCBST). Employees may choose from either a PPO or HRA plan design based on which plan best serves their personal needs. The City pays a portion of the employee’s total insurance premium for both plans, including enrolled dependents. The employee’s shared portion will be payroll deducted on a pre-tax (tax-free) basis.
Dental
Dental coverage is provided by Delta Dental of Tennessee. The plan provides coverage for the prevention of dental diseases and problems, designated restoration and repair procedures, and orthodontics. The City pays a portion of the employee’s total insurance premium for both plans, including enrolled dependents. The employee’s shared portion will be payroll deducted on a pre-tax (tax-free) basis.
Vision
Vision coverage is provided by Blue Cross Blue Shield of TN, Vision Insight. This plan provides coverage for annual eye exams, frames and lenses. The vision benefit plan is 100% employee-paid by payroll deductions, on a pre-tax (tax-free) basis.
Flexible Spending Account (FSA) & Dependent Care Flexible Spending Account (DCFSA)
The City offers both a FSA and a Dependent Care FSA benefit (Section 125 Cafeteria Plan) through TASC allowing insurance premiums and certain medical and dependent care expenses to be paid with pre-tax dollars on an annual set-aside basis per the annual amount selected (payroll deduction amounts are based upon number of pay dates remaining in year). Fund balances over $580 must be depleted by the last day of year.
Long Term Disability (LTD)
Long Term Disability insurance is provided through Madison National to employees at no cost. In the event a full-time employee becomes totally disabled, after a 90-day elimination period, the employee shall be entitled to receive monthly disability benefits equal to 60% of the employee’s pre-disability monthly compensation. The City coordinates with Social Security, in that, the LTD benefit and SS amount combined equals 60% of the pre-disability monthly salary.
Voluntary Short Term Disability (STD)
Voluntary Short Term Disability insurance is available to employees through Aflac to help with out-of-pocket expenses in the event you experience an off-the-job Accident or Sickness. Options available to choose from are (1) 0/7 days elimination period for Accident/Sickness, (2) 7/14 days elimination period for Accident/Sickness, or (3) 14/14 days elimination period for Accident/Sickness. The maximum benefit period per claim is 3 months, or 12 weeks. Pre-existing exclusions may apply.
Group Term Life and Accidental Death & Dismemberment
Life and AD&D insurance is provided through Minnesota Life at no cost to the employee. Full-time employee’s named beneficiary will be paid basic life insurance benefits in the amount of two (2) times the employee’s annual earnings rounded to the next $1,000. Accidental Death and Dismemberment is equal to the amount of the employee’s life insurance.
Voluntary Term Life
Voluntary Term Life is also available to employees, spouses and their eligible dependents through Minnesota Life. Premium amounts for the employees and spouses are based on age and amount of coverage selected.

Public Service Loan Forgiveness
The City of Murfreesboro is a qualified employer for the “Public Service Loan Forgiveness” (PSLF) program. PSLF is a program for individuals who work in public service in federal, state, tribal, or local government, or for a non-profit organization. The student loan forgiveness program provides loan relief for certain types of loans based on criteria defined by the federal government. Employee Assistance Program (EAP) – Eligible on Hire Date!
An Employee Assistance Program (EAP) through LifeServices EAP is available to all employees at no cost. Employee and eligible family members are each provided up to 6 visits per episode per contract year beginning January 1st.
Retirement Plan Eligibility
Full-time employees regularly scheduled to work a minimum of 30 hours per week.
Retirement Plan Wait Period
After a 60-day elimination period, Retirement Plan participation begins on the first day of the month.
Mission Square Retirement Plans – Employees Hired After July 1, 2010
- 401(a) Plan – Mandatory: Employees hired after July 1, 2010, are required to participate in a 401(a) Plan with a mandatory contribution of a 3% pre-tax deferral amount, administered by Mission Square. The City’s contribution match amount is exactly 3%. You do not pay taxes on the money in your account until you withdraw it.
- 457 Plan – Optional: A voluntary 457 retirement plan through Mission Square is available for employees who want to contribute an additional amount to a nonqualified, tax advantaged deferred-compensation plan. The 457 Plan is designed to help you meet your retirement goals. The maximum annual contribution in the 457 Plan cannot exceed the IRS maximum, including the City’s contributions. The City will provide an equal match, up to 5% of salary, for an employee’s voluntary 457 contribution.
IMPORTANT NOTE: The City’s total contribution match amounts for both 401(a) and 457 Plans will not exceed a combined 8%.
Mission Square Vesting
- You are always vested (fully own) 100% for all contributions you make.
- Your ownership of employer contributions is based on a vesting schedule. Employees hired after July 1, 2010, are 100% vested in the Mission Square Retirement Plans after 5 years of completed service, based upon hire date. Employees hired prior to July 1, 2010, are vested either 5 years from hire date, or 5 years from their plan entry date, which could be the first of the month following, or coinciding with, 90 days from their hire date.
Mission Square Retirement Age
- For Police Officers and Firefighters, “Normal Retirement Age” is on the employee’s 55th birthday
- Employees at least 55 years of age, and on the date of completing thirty (30) years of full-time employment
- All other employees, on 65th birthday
Christmas Club Savings Program – Eligible on Hire Date!
Employees may elect to enroll into a Christmas Club savings program by electing an amount for payroll deduction and to be sent to an established account with Pinnacle Bank. Christmas Club funds are automatically funded to you every November from Pinnacle Bank in the form of a check, mailed to your home address.
Credit Union Banking – Eligible on Hire Date!
Credit Union membership banking is available to full-time employees through one of the following banks:

Longevity Pay – Must be on City’s budget one year prior to eligibility
The City of Murfreesboro may give a discretionary bonus, authorized by the Mayor and City Council, each year. It is a means by which long-term, full-time employees can be rewarded based on the length of continuous service. Longevity pay is calculated by multiplying the total years of continuous service by an amount, if any, to be approved by the Mayor and Council. Longevity is paid on the first Friday of the month of December of the current year.
Examples: (1) Employees hired on or before July 1, 2022, will be eligible for Longevity pay, if any, in December 2023, (2) Employees hired on or before July 1, 2023, will be eligible for Longevity pay, if any, in December 2024.
Paid Holidays – Eligible on Hire Date!
The City observes eleven (11) paid holidays each year.
Holiday hours for regular, full-time employees are paid based on an employee’s annual hours worked schedule, per the following:
1,950 annual hours = 7.5 hours of holiday pay
2,080 annual hours = 8.0 hours of holiday pay
2,808 annual hours (Fire Shift Employees Only) = 12.0 hours of holiday pay
Employees scheduled to work 4 days per week, 10 hours per day (4/10s) will receive 8.0 hours of holiday pay.
Fire shift employees assigned to work a 24-hour shift will receive 12.0 hours of holiday pay.

Paid Vacation Leave – Eligible on Hire Date; Hours earned daily!
Vacation Leave is accrued (“earned”) by all regular, full-time employees who are actively at work, per pay period, based on total hours paid (including hours worked over the employee’s regular schedule, and as defined by City’s polices). Vacation Leave will be accrued if employee is out on a type of paid time off.
Vacation Leave hours may be taken once earned and are scheduled based on the employee’s regular work shift (e.g., a 7.5-hour workday schedule will accrue Vacation at a 7.5-hour accrual rate and may be scheduled daily at a maximum of 7.5 hours). Vacation requests (partial or full day) must be approved by the Department Head.
As an employee’s length of service increases, the accrual rate for Vacation will increase as well. Accrued, unused Vacation hours at year-end will roll over into the new year.

If an employee’s total, scheduled annual hours is achieved prior to their employment anniversary date, Vacation Leave accruals will stop at the time the total annualized hours are achieved Example: Employee is scheduled to work 1,950 hours annually. Employee accumulates 1,950 total hours worked before their anniversary date; therefore, Vacation accruals will be suspended until the employee’s anniversary date.
Paid Sick Leave – Eligible on Hire Date; Hours earned per pay period!
Sick Leave is accrued (“earned”) daily by regular, full-time employees who are actively at work, per pay period, based on hours worked and paid (includes all hours worked, including hours worked over the employee’s regular schedule, and as defined by City’s polices). Sick Leave is accrued if employee is out on a type of paid time off.
Employees can earn up to 8 Sick Leave hours per month and up to an annual maximum of 96 Sick Leave hours. Firefighters earn up of 12 hours of Sick Leave per month. Sick Leave hours may be taken once earned and are based on the employee’s regular scheduled work shift per day, i.e., 7.5 hours per day or 8 hours per day.
Pay Frequency, Work Week, & Pay Method
Paydays for employees occur either weekly or biweekly. City Council and Board Members are paid monthly. Employees may choose to receive pay either by direct deposit or by payment on a bank debit card.
Accrued, unused Sick hours at year-end will roll over into each new year.
