From $19.54 to $25.03 per hour

Position Purpose: The HC Absence Management Specialist oversees the day-to-day operations of the absence management system. This includes operating, maintaining, trouble shooting, and analyzing data in the absence management system. When the absence management system is unable to fill all vacant substitute positions, the HR Absence Management Specialist is required to make outbound calls in order to fill the vacancies. In collaboration with the Human Capital Officer, this position administers absence management programs, including leaves and accommodations.

Responsibilities

1. Substitute Recruitment: Collaborate with the HC Generalist and Human Capital Officer on substitute talent acquisition and retention.

Priority: Essential | Percent of Time: 20%

Examples of this work include:

  • Screens all substitute teacher and paraeducator applications; conducts interviews as needed.
  • Oversees the hiring and onboarding of substitute teachers and substitute paraeducators; responds to applicant inquiries; creates and maintains substitute teacher and paraeducator handbooks.
  • Works with the HR Director, Assistant Director, and principals for hiring of long-term substitute teachers.
  • Monitors and requests updates as needed on Substitute sections of the public Fargo Public Schools website.

2. Substitute Placement and Management

Priority: Essential | Percent of Time: 20%

Examples of this work include:

  • Monitors teacher substitute licensure in compliance with current North Dakota regulations.
  • Maintains current substitute files and evaluations.
  • Monitors legal material compliance forms for substitutes.
  • Responsible for the assignment of teacher, paraeducator, office, Homebound Tutor, ASL Interpreter and other types of district substitutes.

3. Leave System Management & Family Medical Leave Act (FMLA) Coordinator: Processes eligibility determination, paperwork and tracking, and communication with employee and supervisor.

Priority: Essential | Percent of Time: 20%

Examples of this work include:

  • Determines eligibility for and processes different types of leave requests, such as: Personal, Vacation, Emergency, and Sick Leave.
  • Monitors and manages maternity leave, long-term leave, long-term substitute, and district sick bank workflows and reports.
  • In collaboration with the Human Capital Officer and Assistant Human Capital Director, determines eligibility for FMLA including initiating paperwork, communicating with supervisor and employee, and all other necessary paperwork and communication pieces throughout the FMLA process.

4. Absence Management System Administrator

Priority: Essential | Percent of Time: 20%

Examples of this work include:

  • Manages the district’s absence management software.
  • Assigns and maintains appropriate end user, administrative assistant, and administrator access; reviews and processes workflows in confirmation of access assignments.
  • Creates and provides training for absence management system utilization.
  • Removes system access upon employee termination and/or substitute inactivation.

5. Substitute Transaction Reporting

Priority: Essential | Percent of Time: 10%

Examples of this work include:

  • Reconciles absences for the District Office, Prairie, Luther Hall, and Operations Center.
  • Generates teacher substitute payroll transaction reports, weekly.
  • Generates substitute teacher bonus reports, biweekly.

6. Other duties as assigned.

Priority: Secondary | Percent of Time: 10%

Examples of this work include:

  • Provides back up for the front desk to include responsibilities of greeting customers, directing phone call requests, working with potential new employees on required paperwork, and answering the emergency line.
  • Completes special projects as assigned.
  • Assists with implementing changes to effect continuous improvement in services provided.
  • Attends workshops and professional development activities.

Minimum Qualifications
High school diploma or GED.
Three years minimum of office or clerical support experience.
Must have excellent problem-solving skills, phone skills, and the ability to multi-task and work independently.
Intermediate computer skills sufficient to operate Microsoft Office applications such as Word, Excel, and PowerPoint, and other types of office software.
Experience working respectfully and collaboratively with diverse populations.

Preferred Qualifications
An Associate degree or coursework in the fields of: Human Resources Management, Business Administration, Paralegal, or related fields.
Experience working with Google Docs.
Experience working with Frontline Absence Management, formerly AESOP, or another type of absence management or personnel system software.
Experience managing employee absences and/or oversight of Family Medical Leave Act (FMLA) eligibility.
