The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a bi-county agency providing land use planning; stewardship of natural, cultural, and historic resources; and delivery of recreation programs to the communities it serves! The Prince George’s County Department of Parks and Recreation is an unprecedented six-time National Gold Medal Award winner for excellence in park and recreation management! This award is given by the National Recreation and Parks Association, the professional accreditation organization of recreation management.

The Prince George’s County, Department of Parks and Recreation, Special Programs Division is seeking a Health and Wellness Officer. This individual will be a highly skilled professional with an educational background in one of the following concentrated areas of health promotion and education, exercise science/kinesiology, or public health. A Master’s degree is preferred. Under the direction of the division chief, the experienced incumbent will handle the comprehensive program management and supervision of community health and wellness promotion. This individual should have the ability to plan, lead, promote, implement and evaluate large-scale and evidence-based public health and health education programs, events and classes.
Examples of Important Duties

  1. Implement, direct and coordinate the overall strategic plan for Health and Wellness for the department and Prince George’s County
  2. Oversight and development of programming, planning and vision for the department
  3. Evaluate community needs and generate program goals and services
  4. Develop partnerships with healthcare providers, schools, churches, hospitals, government entities, businesses, colleges and others as a key strategy to support a culture of health and collaboration
  5. Develop community leadership to craft and lead community-supported special events and outreach programs
  6. Apply for and coordinate grants that provide funding and/or technical expertise
  7. Act as the lead liaison with local, regional and federal health agencies and program initiatives as they relate to new developments within industry trends and outreach/education
  8. Advocate for health promotion in the community and serve as role model to staff and citizens exemplifying high professional expertise and health-enhancing behaviors
  9. Establish qualitative and quantitative metrics to measure program efficiency
  10. Coordinate the planning, implementation and evaluation of campaigns directed toward changing behaviors

Minimum Qualifications

  1. Bachelor’s Degree in Human Resource Management, Communications, Business Administration, Public Administration, Management Science or any related field.
  2. Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
  3. An equivalent combination of education and experience may be substituted, which together total 10 years.

Supplemental Information
The ideal candidate will possess one or more of the following: Community Health Education Specialist (CHES), Master Certified Health Education Specialist (MCHES), Certified in Public Health (CPH), Certified Physical Activity in Public Health Specialist (CPAPHS), Certified Physical Activity in Public Health Specialist (CPAPHS), Personal Trainer, etc.

It is not all-inclusive and is subject to change. Benefits listed are extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

Eligibility
You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

Retirement Programs

  • Defined Benefit Plan (Mandatory Participation) – Plan E excludes FOP members.

Plan C: 9%* of base salary (FOP members only) – *9.5% Effective 4/1/2023
Plan E: 4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB.

Flexible Spending Accounts (Employee Pays 100%)

  • Medical Account – Maximum annual contribution: $2,850
  • Dependent Care Account – Maximum annual contribution: $5,000

Long-Term Disability Insurance (Mandatory Participation)

  • Employee Pays 20%: Commission Pays 80% (FOP Members Pay 100%)
  • Benefits paid at 66 2/3% of base salary, maximum of $6,000/month

Supplemental Long-Term Disability Insurance (Employee Pays 100%)

  • Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each
  • Automatic coverage with opt-out provision

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

  • Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
  • Spouse/Dependent Combination – $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)

  • Employees have 60 days from date of hire to enroll.
  • Employee contributes 8 leave hours each year
  • Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birthadoption or foster care), and 80-160 hours for serious medical condition of an immediate family member

Leave Programs
