Health Care Surveyor 3 (Nursing) – 82681

Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Health Care Surveyor 3, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the Non-competitive minimum qualifications listed below.
Non-competitive: possession of a license and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience. Substitution: a bachelor’s degree in nursing may substitute for one year of post licensure clinical nursing experience; and a master’s degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret regulations governing Home and Community Based Services.

Duties Description The Health Care Surveyor 3 in the Division of Home & Community Based Services Program functions independently and as a member of a team. The program provides oversight of licensed home care services agencies, certified home health agencies, hospices and home health aide training programs. The surveyor evaluates the care and services provided to individuals in their home, assisted living facilities, adult homes and hospice residences based on Federal and State Regulations as well as established policies and procedures.
This position requires fieldwork and travel; supervision and training of lower-level staff, participation in a range of surveillance activities, including but not limited to conducting complaint/incident investigations and on-site surveys of agencies to determine compliance with Federal and State rules and regulations; and will be responsible for the facilitation of surveillance team operations including:
• Preparing offsite surveillance activities for the rest of the surveillance team prior to onsite entrance. This includes researching historical information about the agency such as past survey trends and complaint allegations.
• Leads the entrance and exit conferences with the facility.
• Assigns responsibilities for each of the survey team members.
• Facilitates any high-level concerns with team members.
• Provides appropriate interpretation and application of the federal and state regulations.
• Organizes and reviews alleged areas of non-compliance once the survey is completed.
• Develops a clear concise statement of deficiencies based on principles of documentation.

Additional Comments Frequent travel, including overnights and travel to areas that may not be served by public transportation.

Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 22 ($87,828 – $98,252) and an additional Geographic Pay Differential of $20,000.
Non-competative appointment via the HELP program.
This position requires travel, including to locations that may not be serviced by public transportation.
