A Non-Merit vacancy exists in Communicable Disease and Environmental Health, Department of Health and Human Services.

Examples of Duties
Under general supervision develops, implements and conducts HIV-related health education programs for residents and service providers in Baltimore County.
- Develops, implements, conducts and evaluates a variety of HIV-related health education interventions and programs. Assesses HIV- related health education needs of the community. Prepares and distributes HIV- related educational materials. Prepares and delivers workshops and other HIV- related educational presentations. Attends health fairs, HIV Counseling & Testing clinics, and community outreach events to provide on-site HIV-related education to the public.
- Provides HIV counseling and testing, and referral services.
EXAMPLES OF OTHER DUTIES
Provides advice, consultation and guidance to professional health care providers, other service providers, individuals, schools, detention center, community groups and others regarding HIV-related education.

Qualifications
Required Qualifications
Graduation from an accredited college or university with an associate’s degree in health education, health science, health administration or a closely related field.
(Experience performing health education and conducting HIV-related programs may be substituted on a year-for-year basis up to a maximum of two years for the required education.)
Licenses and Certificates
Possession of a valid noncommercial class C Maryland Driver’s license or an equivalent is required at the time of appointment.

Preferred Qualifications
Experience with group facilitation and conducting training.
Certification in HIV and Hepatitis C testing.
CTR (HIV Counseling, Testing and Referral) certification and phlebotomy skills.

Conditions of Employment

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee’s annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.
Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
