Why does the job exist?

This position develops, reviews, revises, implements and maintains emergency preparedness and response plans for the Department of Health (DOH) and serves as the Subject Matter Expert relating to Health Equity and Access and Functional Needs. The position collaborates and cooperates with DOH and other key stakeholders within the state of New Mexico to include the maintenance of plans that involve all aspects of health equity. This position works in collaboration and participation with the Planning and Resources Team and other internal and external partners to ensure all plans for the Department are reviewed, revised, updated and maintained in accordance with policy and direction. The incumbent reviews plans implemented elsewhere to identify best practices. The incumbent has an understanding of written sentences and paragraphs in work related documents. This position communicates effectively in writing as appropriate for the needs of the audience, and other duties as assigned.

How does it get done?

1. Develop & implement diversity and inclusion programs and policies leveraging Census data, research, analysis, and Centers for Disease CDC) guidance benchmarks across our diverse population base, in partnership with key State agency partners, Healthcare Coalition Members and internal NMDOH partners.
2. Develop and maintain relationships with mission-aligning community bases organization, Volunteer organization and opportunities for dissemination of Diversity, Equity & Inclusion promotion, and brand recognition in support of healthcare Diversity, Equity & Inclusion in Emergency Management, and preparedness planning.
3. Partner with Bureau of Health Emergency Management (BHEM) Disaster Epidemiologist(s) in developing metrics, dashboards and applicable reports that create transparency and accountability for diversity and inclusion efforts with the New Mexico healthcare access outlets.
4. Collaborate and coordinate with BHEM planning team in developing and integrating diversity and inclusion goals and strategies into all business and planning processes.
5. Maintain knowledge of diversity-related issues and best practices while adhering to all compliance and regulatory requirements as set forth by state and federal guidelines.
6. Research and implement social media platforms related to Diversity & Equity in healthcare access and Inclusion support.
7. Provide guidance and support to BHEM Healthcare coalition members. Align response approaches and strategic objectives to augment healthcare preparedness diversity and inclusion to the diverse and underserved populations of New Mexico.
8. Collaborate with internal and external partners to represent the NMDOH/BHEM and serve as subject matter expert on diversity-related topics at business meetings, external and internal conferences, and professional organizations. Align diversity, equity, and inclusion goals and education outreach at the community level to support Health equity and inclusion from E& I stakeholders that promote diversity and Inclusion programs by educating on the importance and value that healthcare accessibility to the Whole Community.
9. Coordinate outreach and Equity & Inclusion promotion programing/communication/accessibility updates to ensure target group awareness, outreach, and relevance.
10. Create, Develop and Maintain the NMDOH Diversity, Equity & Inclusion in healthcare access competency website.
11. Implement and manage various strategies to ensure that all healthcare Diversity, Equity & Inclusion program, project outcomes, grant/contract deliverables and stated outreach outcomes are achieved by established deadline(s)
12. Implement and monitor programs that promote diversity, equity and inclusion in healthcare access and within the state of New Mexico.
13. Translate Health equity strategy into a plan with clear actions, accountability, and goals to promote best in class equitable healthcare Diversity, Equity & Inclusion Supports.
14. Coordinate and collaborate with state stakeholders to develop initiatives to integrate diversity, equity and inclusion into core decisions affecting healthcare access and outreach.
15. Research and develop metrics for measuring the effectiveness of these initiatives implemented and prepare quarterly reports to BHEM management on how we are doing as an equitable organization and the programs and planning we develop.
16. Provides support, guidance, education, and as appropriate, direction to various levels of management on human resource-related and Diversity, Equity, Inclusion-related matters.
17. Integrate aspects of the NMDOH Public Health and healthcare access Equity Toolkit into the organization where appropriate.
18. Manage external partnerships, memberships, and networking relationships. Responsible for outreach relationships with diversity related organizations and state partner stakeholders.
19. Identify short- and long-term activities to foster change leading to more equitable, racially just, and sustainable solutions rooted in community conversations by engaging local key leading opinion makers and community spokes groups.
20. Manage the adoption of Diversity, Equity & Inclusion awareness principles in partnership with jurisdictional Emergency Management, Healthcare Coalition Members, healthcare organizations and community Equity & Inclusion stakeholders, leaders, and organizers.

New Mexico Department of Health/Epidemiology and Response Division/Bureau of Health Emergency Management as well as internal and external stakeholders including the healthcare system in New Mexico.

The Health Equity Coordinator should have the ability to re-enforce relationships with partner agencies and healthcare entities, ensure that programs operate efficiently, Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail.

Minimum Qualification

Bachelor’s degree in Public Health or Education and two (2) years of experience in a health related field. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required.
