The Pueblo Department of Public Health and Environment (PDPHE) promotes and protects the health and environment of Pueblo County through prevention strategies, advocacy, partnerships and leadership. POSITION SUMMARY
The Health Promotion Specialist works in an assigned public health program by implementing best practice health promotion activities including system, community and policy change as well as health communication strategies to positively influence social/community norms and reduce health inequities. Work involves researching health issues in communities and determining approaches needed to address the issues; preparing and editing publications and reports; developing and producing public service announcements, news releases, promotional materials; monitoring budgets; and developing and supporting grant proposals. Many positions also recruit for and maintain specialized committees, coalitions, and workgroups to support program activities. Supports department initiatives such as performance management, quality improvement, and emergency preparedness.

This position will work in the Communities That Care (CTC) program that focuses on preventing youth substance use. This program works to decrease academic failure in late elementary through increasing accessibility and affordability of childcare, and increasing prosocial opportunities for youth to engage in the community. ESSENTIAL JOB FUNCTIONS

  • Assess and respond to community and system needs for policy change, policy advocacy, and evaluation of the impact of policy change activities.
  • Build collaborative and effective partnerships with community leaders/members, local and state government entities, businesses, schools, youth-serving organizations, healthcare providers, and coalitions to implement health promotion programs.
  • Design, implement and evaluate health communications that support educational needs of various populations.
  • Ensure the consideration and role of cultural, social, and behavioral factors in the equitable accessibility, availability, acceptability, and delivery of health promotion activities.
  • Conduct needs assessments using a variety of methods including key informant interviews, surveys, discussion groups, etc. within target populations.
  • Assess data and assessment findings to design, implement and evaluate the impact of best practice and evidence-based interventions and strategies.
  • Implement authentic community engagement practices to ensure successful program implementation.
  • Achieve program/project goals and objectives.
  • Plan and monitor budgets for spending that aligns with department and/or funder requirements and processes.
  • Collect, manage, interpret, and communicate a variety of data and information, including program/project outcome data, health indicator data, and related published research.
  • Prepare and present oral and written educational reports, media interviews to media, staff, boards, committees, students, professional organizations, and the public.
  • Work independently with community leaders and high-level administrators to identify and implement sustainable procedures and practices to address community health issues.
  • Contributes to agency strategic planning, performance management, policy development, and quality improvement.
  • Participate in Department and community response trainings and drills consistent with job classification in support of public health emergency and disaster preparedness and use of incident command structure.
  • Performs other functions as required to fulfill the expectations of the position and the goals and objectives of assigned program/projects and the agency.

KNOWLEDGE | SKILLS | ABILITIES

  • Basic knowledge of principles, methods and techniques of public health education, health promotion and disease prevention.
  • Strong interpersonal and ethical communication skills, verbal and written.
  • Ability to support, engage, and collaborate with a variety of work styles, backgrounds, and personalities.
  • Ability to work with current computer software programs with general skill and competence.
  • Working knowledge of in-person and virtual meeting engagement tools, facilitation skills, management of group activities, and public speaking.
  • Knowledge of principles of logical and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Well-organized and efficient in managing multiple responsibilities.
  • Ability to self-motivate and work independently.
  • Ability to abide by privacy, confidentiality, and HIPAA policies of the agency and maintain the security of sensitive and confidential information.
  • Strong working knowledge of health equity and it’s practical application.

Minimum qualifications & Requirements
QUALIFICATIONS | REQUIREMENTS

  • Bachelor’s degree in public health, community health, health education, exercise science/health promotion, social sciences, natural sciences, or a related field required.
  • Must possess and maintain a valid Colorado driver’s license and be able to provide personal transportation for work-related business.
  • Must obtain annual flu vaccination and any job specific immunizations. May be required to submit to a two-step PPD test.

QUALIFICATIONS | PREFERRED

  • One year of work experience in policy, promotion, education, or public health setting preferred.

WORK ENVIRONMENT | PHYSICAL DEMANDS
Work is varied from an office setting to community work, may be at a computer for several hours at a time (seated or standing). Work schedule is typically Monday through Friday, 8:00 a.m. to 5:00 p.m. but may be required to work beyond normal work schedule on occasion. Repetitive tasks and reoccurring deadlines are the norm and occasional out of town meeting/training may be required. May be called upon to respond to public health emergencies if needed.
