Permanent Transfer Candidates: Current New York State employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law OR an active list candidate on the New York State Department of Civil Service’s Professional Career Opportunities (PCO) eligible list #50002 OR qualified 55b/c candidate in possession of a bachelor’s or higher degree and meet the minimum qualifications of a Health System Specialist 1.
Preferred Qualifications: Experience in the licensure, certification or surveillance of Adult Care Facilities; review of Certificate of Need (CON) applications; and/or Project Management. Preferred candidates will be able to demonstrate the ability to analyze information and data, and formulate appropriate recommendations, as well as possess excellent written, oral and organizational skills with the ability to prioritize multiple assignments working either independently or within a team.
Duties Description The HSS1 candidate’s role will primarily be in the Adult Care Facility (ACF) Licensure Review Unit, managing a caseload of applications received via the New York State Electronic Certificate of Need (NYSE CON) platform, reviewing applications for consistency and accuracy, notifying other review units of needed information and/or issues, and conducting Character & Competency reviews. In addition, the candidate will also review and respond to Licensure questions from internal & external contacts that are received via our Bureau Mail Log (BML), and provide other assistance to the unit, as needed. This will require the HSS1 to maintain a working knowledge of all required software/systems (Health Commerce System, NYSE CON, HFIS, SharePoint, Microsoft Office Suite, etc.). Duties include, but are not limited to, ensuring prompt and appropriate reviews are completed, including: Reviewing for all required material, assessing the Character and Competence of relevant parties, and developing appropriate determinations for submission to the general supervisor or other assigned quality assurance staff; Maintaining accurate records; Assisting in the coordination of special projects by developing/revising internal policies and procedures; Creating new or revised forms or correspondence for industry use; participating in, and providing support to, complex project review; and other duties, as assigned.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
