The Healthy Babies (HB) Senior Administrative Officer provides day-to-day supervision of the Healthy Babies Administrative Team. This position works to meet the mission of the Sedgwick County Health Department by promoting the wellness of Sedgwick County residents through the Healthy Babies Program’s focus on reduction of infant mortality, maternal mortality, low birth weight, and prematurity among high-risk birthing people. Plans, directs, evaluates and reports on designated phases of the Healthy Babies Program. Personnel and office management, purchasing, assist in budget preparation, and budget monitoring. Serves as part of leadership team and assists in the review of office and field procedures and the development of procedural improvement based on analytical evaluation. Employee will provide support during public health emergencies (Activation Level 1).
Program Operations and Support
- Coordinate all incoming and outgoing data for the program
- Support HB Program Manager with prioritizing operations and program needs
- Ensure program quality by completing quality assurance audit checks on client medical records and provider documentation
- Review data to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy for the Healthy Babies Program
- Work closely with the HD billing department to ensure data is being entered accurately and timely to ensure optimal fee-for-service revenue, as evidenced by data spot audits
Personnel Management
- Track and support training and continuing education of HB staff
- Monitor and track staff progress towards achieving program requirements
- Supervise a team of three administrative staff, including enrollment, supply, and fiscal associates.
Outreach and Collaboration
- Develop and maintain relationships with external and internal partners.
- Provide Healthy Babies program objectives and participant criteria to community partners as requested
- Participate in a minimum of 3 outreach events or coalition meetings per quarter, at least one of which must be an outreach event.
- Utilize the Community Health Assessment and Community Health Improvement Plan in program work
Minimum Qualifications: Bachelor’s Degree from an accredited college or university with major course work in health services, public or business administration, or a related field. Education may be substituted for experience, with one year of education for one year of experience. Two years’ experience in progressive responsibility and varied administrative work including data analysis in a public or private organization, including supervisory experience or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100 and 700 courses within 30 days of employment.
Preferred Qualifications: Master’s Degree from an accredited college or university with major course work in health services, public or business administration or a related field. Three years or more of experience in progressive responsibility and varied administrative work including data analysis in a public or private organization, including supervisory experience or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Two years of experience in women’s health, infant and/or child’s health, and/or public health. Bilingual English/Spanish skills or other non-English language.
