The Opportunity
WSDOT is currently seeking to fill a Highway Maintenance Worker 2 position in Ellensburg, WA. This Maintenance operations position supports the moving of traffic across I90 and the State of Washington. Performs a multitude of maintenance tasks on the highway to provide a safe travel way by maintaining State highways, roadside, infrastructure and right of way. Performs a variety of highway and right of way maintenance work to ensure the safe, efficient movement of goods, services, and people. This opportunity is perfect for someone who enjoys working with their hands and enjoys working outdoors.

What to Expect
These positions require lifting and transporting up to 50 lbs., bending, stooping, standing, climbing, and walking on uneven terrain. Travel is regularly required within the maintenance area to conduct work activities, attend meetings, or training. Hazards include traffic, adverse weather conditions, debris, hot surfaces, animals, exposure to chemicals and pesticides.

Among the varied range of responsibilities held within this role, the Highway Maintenance Worker 2 will:

  • Operate 32,000 to 60,000 GVW dump truck with plow and sander units for snow and ice control on both interstate and secondary highways.
  • Perform loader operation on/along roadways and with stockpile sites during winter operations.
  • Establish temporary work zones, mobile work operations, traffic control devices, including Road warriors, portable electronic signs, flagging for all maintenance operations and roadway accidents.
  • Maintain drainage facilities including ditching, channels, and culverts, cross drains, manholes, and catch basins.
  • Perform accident scene clean up; assist in repair of damage such as guardrail, fence, signs, directional markers, delineation, and the removal of graffiti from structures and other highway facilities; road repair and patching operations.
  • Operate equipment such as front-end loaders, dump trucks, truck/trailer combos, sweepers, mowers, vactors, excavators, pickups, and other misc. hand tools.

Qualifications
To be considered for this opportunity, the following are required:

  • A Commercial Driver License (CDL) Class B with endorsement N and without air brakes restriction and able to obtain Class A within the first year of employment.
  • Must maintain a CDL medical card.
  • Demonstrate a basic knowledge of heavy equipment used for road maintenance.
  • Command the skills to communicate effectively, both orally and in writing.
  • One (1) year highway maintenance, roadway construction, or related experience, or one (1) year as a Highway Maintenance Worker 1.
  • Skills to enter data on computer as this position is required to capture work completion and associated labor tracking via a PC or iPad.
  • Must have temperament to deal with the general public on a daily basis and must be able to maintain a positive working relationship with supervisor, coworkers, and customers.

It is preferred that qualified candidates also have:

  • High school diploma, GED certificate or the equivalent.
  • One (1) year of experience performing maintenance activities in a related field of work.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
