The Opportunity
WSDOT is currently seeking a shared Highway Maintenance Worker 2 (HMW2) to work six-months of the year with the Buttons Crew (Lacey, WA), and six-months with the Maintenance Crew (Shelton, WA). This journey-level position performs a variety of skilled maintenance tasks and is responsible for maintenance and repair of highways and highway structures to ensure the safe and efficient movement of people and commerce. The HMW2 may occasionally lead a crew in the absence of a Highway Maintenance Worker 3. This position primarily works for the Regionwide Maintenance Crew, working in the installation, removal, and maintenance of Raised Pavement Markings (RPM) and durable pavement markings. They will assist in the daily operations of the striping and plastics program, assist in sign maintenance, and may work with the regionwide Work zone traffic control aids in setting up and maintaining a safe work zone for regionwide, statewide, and area crews. This position will work in assisting Area Maintenance sheds and/or Work zone crews in the winter months by maintaining roadways for open travel and performing day-to-day highway maintenance operations.

What to Expect
Work is often physical in nature and performed primarily outdoors and often next to high-volume, high-speed traffic that may require standing for extended periods of time; may work at elevated heights above 25 feet over land or water. Work may also include traversing in rough, steep, and uneven terrain.

A typical schedule is Monday through Friday, 40-hours per week, for 4, 10-hour days. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies. Must be able to report in service to assigned duty station within 60 minutes of an after-hours call. HMW2 may work alternate and emergency shifts as assigned and respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week, alone or a part of a team as needed. Rotational night shift is required.

Among the varied range of responsibilities held within this role, the Highway Maintenance Worker 2 will:

  • Install durable pavement markings; load thermoplastic materials and prepare equipment for use; use gas powered surface preparation grinder for removal and pavement markings replacement or cleaning; and maintain roadway features, such as RPMs, pavement markings, and highway paint lines.
  • Load paint and beads into the striping truck; operate pain application guns; and haul and move supplies for striping.
  • Design and set up traffic control, including full road or bridge closures; follow safety rules and regulations on all work zone and flagging sites, including placing signs, barricades, traffic cones, and other warning devices.
  • Transport heavy equipment and materials.
  • Complete asphalt and concrete pavement maintenance and repair; apply concrete, asphalt, and synthetic materials.
  • Drainage maintenance; erosion and slide repair; sign maintenance and repair; and guardrail, fence, and impact attenuator installation and repair.
  • Perform snow and ice control, to include application of anti-icing compounds to road surface with truck mounted equipment, load trucks from stockpiles or pits.
  • Act as an incident responder at accident scenes, spills, or other emergency situations.

Qualifications
This is a (HMW2) position. However, the hiring manager reserves the right to fill the position at a lower level, (HMW1), depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered for this opportunity at the HMW1 level, the following are required:

  • One (1) year of highway maintenance, logging, farming, excavation, or heavy equipment experience.

To be considered for this opportunity at the HMW2 level, the following are required:

  • Two (2) years of highway maintenance, logging, farming, excavation, or heavy equipment experience. OR-
  • One (1) year of experience as a Highway Maintenance Worker 1 or equivalent.

In addition to the above, the following is also required:

  • Possession of a valid Traffic Control/Flagging card with experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or obtain Flagger Certification within six (6) months.
  • Possession of a Washington Class A CDL with N endorsement without airbrake restrictions and without an E restriction; or ability to obtain within 12 months of hire.

It is preferred that qualified candidates also have:
High school graduation, or possession of a GED certificate, or equivalent.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.   • This recruitment will be used to fill a shared position with the Area 2 Maintenance Shed in Shelton, WA in addition to the Button Crew work out of Lacey, WA. This recruitment may also be used to fill additional vacated positions.
  • This position is not eligible for remote work.
  • The salary range listed includes the legislative approved general wage increase of 4%, effective on July 1, 2023.
  • This position has been approved for in-training. The hiring manager is looking to hire at the level, however the in-training plan will allow candidates to be considered as a if not qualified at the highest level.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
