The Opportunity
WSDOT is looking for enthusiastic, career-minded individuals to join our dynamic Highway Maintenance teams who support the vast infrastructure across Washington State. WSDOT has coordinated with local Career and Technical Education (CTE) partners to blaze a career path for recent high school graduates looking to enter the workforce full-time. With “High School to Highways,” selected candidates are hired as an entry-level Highway Maintenance Worker (HMW), provided a formal on-the-job training plan, and paired with a mentor to coach and support them toward obtaining the experience and credentials needed to advance their career in Transportation. Successful completion of the training plan will result in a promotion to the next level within the job class series, and a minimum 5% pay increase!

This opportunity is perfect for someone who loves working outdoors, enjoys operating equipment, wants the challenge of maintaining or fixing huge public infrastructure, and can stand up to the rigors of working on roadways and roadsides in a variety of weather conditions. These team members will assist with the maintenance and operations of the state highways, and adjacent right of ways to assure they remain in a condition that promotes the movement of traffic, and safety to the motoring public.

What to Expect
Working in the maintenance area will require responsible, safety-minded individuals to accomplish assigned tasks and may require operating trucks as well as other heavy equipment. Additionally, these positions require a quick response time to job sites. Highway maintenance crews are ready 24 hours a day, seven days a week.

Among the varied range of responsibilities held within this role, you will:

  • Maintain roadways including pavement repair, drainage maintenance.
  • Repair and replace guardrails and signs.
  • Assist in removing unauthorized encampments of unsheltered people.
  • Assist in layout and set-up of traffic control, including setting up signage, manually flagging traffic, and operating attenuator/buffer truck.
  • Removal of snow and ice during winter season.
  • Maintain the property and roadside adjacent to the road.
  • Maintain storm drainage.

Qualifications
To be considered for this opportunity, the following are required:

  • High school diploma or GED.
  • Basic computer skills to communicate and retrieve information.
  • The ability to obtain Flagger Certificate within six (6) months of hire.
  • The ability to respond to emergency call outs, work different and/or extended shifts on short notice (days, nights, and weekends), and perform standby duty.
  • The ability to manipulate and transport up to 50 pounds.
  • Communicate effectively with diverse groups utilizing oral, written, and electronic communication methods.
  • A valid driver’s license.

Selected candidates must be at least 18 years old on or before August 31, 2023.

It is preferredthat qualified candidates also have:

  • Washington State Pesticide Applicator’s License, or ability to obtain within twelve (12) months of hire.
  • Backflow Prevention Tester Certification, or ability to obtain within twelve (12) months of hire.
  • Possession of a Washington Class A Commercial Driver’s License, with N endorsement without airbrake restrictions within twelve (12) months or hire.

This opportunity will allow you to progress upward through the Highway Maintenance Worker series and achieve the goal class of a Highway Maintenance Worker 2. Candidates will be considered for a Highway Maintenance Worker 1 or Highway Maintenance Worker 2, depending on their qualifications. Annual salary levels for each position are:
  • Highway Maintenance Worker 1: $42,696 – $51,888
  • Highway Maintenance Worker 2: $49,404 – $60,153

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
