POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) Bureau of Personnel is seeking to hire a Staff Development Specialist to serve as the Hiring Process Training Specialist for the Learning & Professional Development Division. This position will provide a training program for human resource personnel statewide using innovative technology. The ideal candidate will be detail oriented, organized, creative, have great communication skills, and be willing to collaborate with cross-functional teams to provide high quality training statewide. POSITION ESSENTIAL FUNCTIONS
- Under general supervision of the Chief Learning Officer, serves as the Hiring Process Training Specialist.
- Prepares training aids and written materials for instruction programs.
- Cross trains and learns to assist and/or cover the other Learning and Professional Development Staff Development Specialists responsible for the Leadership Development training program, the Professional Development program, and the Learning Management System (LMS) training program.
- As the specialist responsible for hiring process trainings, conducts workshop registration, maintains attendance records, distributes training material and information.
- Answers inquiries from state and local public jurisdiction officials and employees regarding instruction programs, times, registration requirements, descriptive course content, and other related information.
- Reviews and analyzes course and program evaluations, reporting, and conducts training gap analyses.
- Travels to attend seminars, conferences, and trainings provided by industry leaders to stay current on new hiring processes, methods, and procedures.
- Performs other duties as required or assigned, which are reasonably within the scope of the enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college. Academic course work should include quantitative measures (introductory statistics or business mathematics or social science analytical tools), educational methods, psychology of individuals, organizational or group behavior, labor relations, or equivalent.
- Requires two (2) years of professional experience in education or a related field.
PREFERRED QUALIFICATIONS
- Prefers extensive knowledge of the hiring processes involved with Human Capital Management (HCM) systems such as SuccessFactors or comparable.
- Prefers working knowledge of hiring and employment policies and procedures such as those outlined in the Comprehensive Employment Plan (CEP) or comparable.
- Prefers three (3) years of professional experience designing and/or implementing a new or major change to training/learning management system of record.
- Prefers three (3) years of professional experience preparing training aids and written materials for hiring processes and assisting in the applications and usages of audio and visual training aids.
- Prefers working knowledge of video editing software.
- Prefers three (3) years of professional experience with instructor led, on-demand, and live webinar training.
CONDITIONS OF EMPLOYMENT
- This position requires the applicant to pass a background check.
- Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
- Requires the ability to travel.
