Position Description

The Illinois Department on Aging Home Care Ombudsman Program is seeking to hire a motivated professional with a strong to desire to advocate for others. Working directly with the public, the ideal candidate is personable, can multi-task, is organized, and possesses excellent oral and written communication skills. This position allows for a self-driven individual to be an integral member of a small but extremely dedicated team as well as develop or enhance skills in advocacy, investigation, communication, and documentation.

Job Responsibilities

  1. Provides comprehensive advocacy services to participant’s and their caregivers.
  2. Receives and investigates complaints made, pertaining to problems arising out of services provided by Dual-Eligible managed care organizations or HCBS waiver providers.
  3. Conducts educational and outreach presentations to disseminate information about the Home Care Ombudsman Program.
  4. Responds to inquiries and provides appropriate referrals, when necessary. Conducts telephonic visits (face-to-face, if necessary, in order to best serve the participant).
  5. Documents the steps used in resolving problems in State approved documentation system in compliance with programmatic, state, and federal reporting requirements.
  6. Establishes and maintains good working relations with governmental, public, private entities, aging and disability networks, other advocacy groups to gain support and create an effective service delivery system network.
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

  1. Requires possession of a bachelor’s degree conferred by an accredited college or university with major coursework in human services, social services, social work, gerontology, behavioral health, health advocacy, public administration, political science, sociology, or a closely related area.
  2. Requires two years of professional experience in aging or disability advocacy, services or support, case management, consumer conflict or complaint resolution, Medicaid/Medicare programming, waiver services, or direct human services.

Preferred Qualifications

  1. Prefers 2 years working knowledge provisions of the Illinois Act on the Aging, Americans with Disabilities Act, Human Rights statutes, both state and federal, the Illinois Department of Human Services-Home Services Program Administrative Rules, the Illinois Department on Aging Community Care Administrative Rules.
  2. Prefers 2 years advanced working knowledge of the State’s Long-Term Care services and Elder rights laws and sections of the Older Americans Act, Illinois Act on Aging, as well as Medicaid, Medicare and Managed Care statues and administrative rules.
  3. Prefers 2 years working knowledge of private and governmental organizations, and familiarity with the programs and services offered to older adults and persons with disabilities.
  4. Prefers 2 years working knowledge of the Illinois Department of Human Services’ Home and Community Based Waiver services program and the Illinois Department on Aging’s policies and programs.
  5. Prefers 2 years working knowledge of Ombudsman policies and procedures, administrative rule making and policy development as well as Ombudsman service objectives, activities and operations systems.
  6. Prefers 3 years working experience with Microsoft Office Suite (Word, Excel, Access and PowerPoint).

Conditions of Employment

  1. Requires the ability to pass background check.
  2. Requires moderate in-state travel.
  3. Requires ability to work overtime as needed.
