CURRENT HOURS AND STARTING TIME: Full-time position (37.5 hours per week.) The hours for this position are currently 8:00 a.m to 4:30 p.m. Monday through Friday.

GENERAL SUMMARY:

Under direction, this position performs complex administrative duties with respect to the county’s responsibility to fulfill its role as regional fiduciary for homeland security grants;. This includes supporting the implementation homeland security priority areas as established by the Federal Emergency Management Agency, and assisting in the coordination and administration of the homeland secuirty program. This position nteracts with federal, state, county, and local stakeholders regarding program guidelines and administration, coordinates the process of distributing funds to sub-grant recipients and vendors and assists with the measurement of grant performance measure and grant reporting. This position also will perform community outreach activities in support of terroism preparedness.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Plans, evaluates and analyzes program elements in support of regional homeland security efforts in areas such as funding, planning, equipment, training and exercising.

Represents the fiduciary function at meetings of the Local Planning Team, Urban Area Security Initiative (UASI) Board and other related committees.

Supports terrorism preparedness by guiding projects through the homeland security planning process lifecycle to minimize gaps identified in a regional Threat Identification and Risk Assessment (THIRA).

Performs community outreach, training seminars and workshops related to terrorism preparedness, including activities related to the Citizen Corps program.

Attends and participates in meetings, presentations, and conferences to discuss and explain funding, operations, protocols and techniques used to fulfill federal and state grant requirements.

Maintains records and prepares reports and correspondence related to regional homeland security efforts.

Assists with processing, submitting, and tracking all required documentation necessary for the approval of grant funded purchases.

Assists in processing, submitting, and tracking all grant reimbursements submitted by eligible jurisdictions to the grantor and ensures that they comply with established federal and state guidance.

Assists in ensuring compliance of grant programs with established state and federal guidance, including regional grant agreements.

Ensures that all required purchases are made in accordance with established county policy.

Assists with the creation and maintenance of an inventory of all equipment purchases

Assists with the creation and submission of all documentation necessary to ensure compliance with administrative requirements.

Oversees the work of other staff as assigned.

Operates an automobile while performing assigned job duties.

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • Associate Degree or 60 credit hours completed in Emergency Management, Homeland Security, Business Administration, Public Administration or related field from an accredited college or university
  • A minimum of three (3) years managing or administering grants in a public-sector setting

Preferred Education and Experience

  • Bachelor’s Degree in Emergency Management, Homeland Security, Business Administration, Public Administration or related field from an accredited college or university
  • Experience managing or administering Homeland Security Grant programs within an emergency management agency at the federal, state, county or local level
  • Experience using the Google Smartsheet data management system

Required Licenses or Certifications

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Preferred Licenses or Certifications

  • Certification as a Professional Emergency Manager (PEM) through the Michigan State Police/Emergency Management Division

Retirement System
Macomb County has a defined contribution 401(a) plan. The employee contribution is 3% of base wages and the County contribution is 6% of base wages per pay period. Employees are 100% vested after five (5) years of service.

Deferred Compensation
Macomb County employees are eligible to contribute up to fifty percent (50%) of gross salary or the annual maximum as established by the IRS (whichever is less) to a pre-tax savings plan. The County does not contribute to this savings plan.

Life Insurance
Macomb County offers life insurance provided by the employer for regular full-time employees. Additionally, the employer will provide a payroll deduction for employees wishing to purchase additional life insurance for their self, spouse, and eligible dependents.

Long Term Disability
Long-term disability coverage is effective the first day of the month following six (6) months of continuous employment. This benefit is intended for lengthy illnesses with a 180-day elimination period, paying 60% of an employee’s monthly income.
