Homeless Services Data Analyst

The Department of Housing Services is looking for a Homeless Services Data Analyst to join our team! This position will join the Data and Evaluation team in our growing Homeless Services Division. The Homeless Services Data Analyst will be responsible for the development, testing, implementation, and maintenance of ad-hoc and recurring reports, as well as dashboards and other business intelligence applications that utilize the underlying data stores for internal and external use. Working with cross-functional teams, this position will thoroughly analyze and clarify report requirements, make recommendations, and educate when necessary to meet business needs. This position will also perform ad-hoc analysis to program operations, develop forecasts, and support our program evaluation process.

The Homeless Services Division works collaboratively across departments, with partner public agencies, and community-based organizations to design, implement, and oversee dynamic services addressing homelessness and creating housing stability across the County. Our expanding programs fund outreach, shelter, housing placement and retention services, along with permanent supportive housing for more than 3,000 people every year. This is a hybrid position, with the option of working remotely two to three days a week.

The Ideal candidate has:

  • knowledge of data management systems and reporting, ideally the Homeless Management Information System (HMIS) used by Continuum of Care entities, or other data management systems that track programmatic input and outcomes to better serve the community.
  • strong analytic skills, including experience in measuring, monitoring, tracking, and analyzing data.
  • experience in data analysis, program evaluation, or research.
  • experience in creating data dashboards or visualizations.
  • an analytical mindset with the ability to develop and interpret reports to understand system performance and identify opportunities for improvement.
  • a strong understanding of Diversity, Equity and Inclusion and how to center this perspective in all elements of public service work.
  • strong written and verbal communication skills, with demonstrated ability to effectively communicate technical concepts to a diverse range of stakeholders.

ESSENTIAL JOB DUTIES

Primary duties may include:
1. Develops and generates regular and ad-hoc reports, visualizations, and presentations which highlight demographics, utilization, trends, and gaps in service provision to support informed and equitable housing service delivery
2. Develops and maintains operational Tableau dashboards for various program areas.
3. Collects, cleans, organizes, and summarizes data from multiple sources while monitoring for accuracy and completeness
4. Develop dashboards, reporting tools, and other data structures to support program evaluation activities
5. Develops and maintains any necessary reference materials, such as data dictionaries, code books, and report specifications.
6. Locates and defines new process improvement opportunities, particularly in the areas of data definition/coding, data collection, and data quality.
7. Interprets data, analyzes results using computational, statistical and geographic techniques, and provides scheduled and ad-hoc reports.
8. Automates ETL processes, when possible, to ensure all end users have seamless access to current, actionable information.
9. Uses a design thinking approach to deliver data visualizations that are useful, clear, and insightful, given the intended audience(s).
10. Produces reports, data analytics, and data visualizations for the Board of Commissioners, stakeholder groups, HUD, Metro Oversight Committee as well as other public bodies requesting program level data.
11. Prepare and collaboratively interpret results from periodic and ad hoc data reports and analyses for internal and external stakeholders.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor’s Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND two (2) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR
  • Associate Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR
  • High School Diploma/GED; AND six (6) years of progressively responsible work experience in administrative, operations, budgetary, and similar analyses, of which at least two (2) years of this experience is in the public sector for a medium or large governmental unit.

Preferred Qualification:
Though not required to apply, preference will be given to candidates that have 6 months or more experience in the following:

  • SAP Business Objects
  • Tableau or similar data visualization tool
  • Homeless Management Information System (HMIS) and the local homeless services landscape in Washington County
