Program Description
Housing and Essential Needs (HEN) is a statewide program and Catholic Community Services has contracted with King County to deliver the services throughout the county. HEN provides rent, utility, transportation, and essential needs assistance to disabled adults who are homeless or at-risk of losing their housing. Close to 3,000 people are currently enrolled in the HEN program, with new intakes into the “Transportation and Essential Needs” (TEN) portion of the program conducted every week. The HEN team has two case management teams, “Rental Assistance”, “Homeless Services & Intake”, a Resource team that supports all clients, an ORCA Lift program for delivering free yearly bus passes, and an Essential Needs team that creates hygiene & cleaning supply bags for all clients.
Position Description
The Homeless Services/TEN Supervisor is responsible for supporting the “Homeless Services & Intake ” program housed at the Phoenix Center in the Central Area of Seattle, with a special focus on helping ensure unhoused HEN clients are entered into the Coordinated Entry system and supported to obtain the housing that best meets their needs. This position supports TEN clients as well as the TEN case managers, and acts as on-site supervisor when other HEN leadership is otherwise engaged. This Supervisor will directly oversee the daily workloads of TEN case managers, monitor and audit the Team’s monthly deliverables, and develop and support the Homeless Services Team’s capacity to address client questions and concerns.
Responsibilities
Supervision of the TEN Case Managers
- Assist PM in hiring, training and evaluating RRH and TEN case management staff.
- Ensure case management staff are maintaining client records in database.
- Provide leadership and direction in resolving client issues and crisis intervention as needed.
- Provide direction and support to staff, including on-site coverage when appropriate, ensuring minimum staffing levels are always met.
- Provide back-up as needed with timesheets, schedules, etc. when Program Manager is out of the office.
Coordinated Entry Lead
- Act as HEN team lead on helping unhoused clients get enrolled in Coordinated Entry and on the path to housing.
- Identify and enroll unhoused clients in King County HMIS Coordinated Entry and Triage Tool; this includes both direct enrollment and overseeing enrollment by other HEN staff.
- Track daily CAPER housing resources available and work with RRH and TEN Case Managers to submit nominations of unhoused HEN clients.
- Work with Homeless Services team to develop Homeless Services program to move unhoused HEN clients to housing situations that best meet their needs.
Team Coordination and Development
- Assist the Program Manager in the supervision of the daily workload of case managers. Assign administrative tasks across the team, ensuring all daily and weekly tasks are completed.
- Provide training, assist in ongoing supervision, and assist with performance evaluations.
- Adjust staff schedules as needed.
- Represent the Homeless Services/TEN Team during monthly meetings with other team leadership to build team cohesion, align on existing policies and procedures, and implement program changes with respective teams as needed.
- Assist with weekly team meeting.
- Use a strengths-based approach to identify and implement opportunities to develop the team’s knowledge of resources and build skills.
Data Management
- Assist case managers with troubleshooting issues; elevate concerns to Program Manager.
- Use a variety of databases including HMIS to prepare data reports as needed.
- Ensure client records and client eligibility data are maintained in HMIS/Clarity in accordance with agency and contract standards.
- Assist the Program Manager in identifying and prioritizing program needs, then assigning work amongst case management staff.
- Carry out short-term data projects as assigned.
Client Intake, Assessment and Advocacy
- Fill in for case managers to conduct intakes and respond to client inquiries when case managers are out due to absence or transition. Maintain small caseload as needed.
- Support the team, as needed, by troubleshooting issues with the general public, clients, landlords, other social service agencies, DSHS, and family/friends of clients. Assist walk-in clients as needed.
- Coach staff to address and resolve concerns independently.
- Follow guidelines on confidentiality rights of clients and respect their privacy.
- Identify pain points in the client experience and work across HEN teams to develop new practices and policies under the direction of the Program Manager.
- Ability to analyze and interpret complex client situations and distill and implement situations.
- Acts as the back-up for the Program Manager as needed.
Administrative and General Responsibilities
- Attend trainings required of employees as scheduled.
- Participate as team member in staff and supervisory meetings as required.

- Maintain accurate record of hours worked and turn in timesheets on schedule.

Job Conditions
This position requires the employee to work in an office environment where there may be a moderate level of noise from telephones and conversations among employees. Working conditions may include interruptions, and interactions with individuals who are angry and/or have mental health and substance abuse diagnoses. Extensive use of telephones, computers and related office equipment is typical of this position.

Qualifications
Minimum Qualifications
- Familiarity and understanding of problems homeless clients may face, including behavioral health diagnoses, domestic violence, and chronic homelessness.
- Familiarity with trauma informed care and harm reduction principles.
- AA degree in social services or a related field, or commensurate experience in social services.
- Excellent written and oral communication skills.
- Excellent computer skills and proficiency in Excel, Word, Outlook. Ability to quickly learn new software.
- Ready access to a reliable vehicle and willingness to travel throughout King County often; requires a valid WA state driver’s license and insurance.

Preferred Qualifications
- Previous experience supervising staff.
- Lived experience of homelessness and/or poverty.
- Knowledge of government and community resources within King County.
