Description
Performs responsible technical work involved with the rehabilitation of privately owned homes or new construction of qualified public buildings and area development. Performs related work as required.
An employee in this classification performs field inspection work involving new housing projects as well as residential facilities being revitalized. Work is performed under general supervision and is reviewed through observation of work activities and established policies and procedures.
Essential Job Functions
- Inspects construction projects for possession of permits and approved specifications, which may include electrical, plumbing, mechanical or structural deficiencies;
- Inspects work in progress during alterations and repairs for compliance with plans, specifications and applicable housing codes;
- Investigates complaints and resolves disputes;
- Confers with building officials, contractors, and homeowners on construction projects;
- Assists in the preparation of specifications for licensed contractors;
- Interprets and explains building codes and regulations to contractors, homeowners, and other interested parties;
- Prepares bid specifications with drawings, contracts and cost estimates on housing projects;
- Serves as liaison between homeowners and contractors;
- Prepares and maintains necessary records and reports;
- Performs floodplain management duties as assigned.
Minimum Requirements
High school diploma or G.E.D. supplemented by technical courses in construction management plus some experience in a wide variety of construction work and some experience involving public contact,
OR
An equivalent combination of training and experience which provides the required knowledge, skills and abilities.
AND
Must be certified or obtain certification within twelve (12) months of hire as a Certified Floodplain Manager by the Association of State Floodplain Managers (ASFPM). Must follow guidelines to maintain certification.
Possession of a valid Florida driver’s license.
Must be able to work flexible hours as needed.
Skills
- Knowledge of minimum housing requirements and approved standards involved in the construction, alteration and repair of houses;
- Knowledge of the Contract Work Standard Act, South Florida Building Code and Section 3 of HUD Act of 1963;
- Knowledge of methods, materials and techniques of construction;
- Knowledge of Housing and Urban Development housing programs;
- Knowledge of Floodplain Management concepts;
- Ability to detect and locate defective workmanship and materials, and of effective corrective measures;
- Ability to read and understand plans, blueprints, drawings and diagrams;
- Ability to serve the public and follow employees with honesty and integrity;
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural backgrounds;
