Position Summary

The Housing Specialist II assists the Asset Manager with the day-to-day operations of one or more of SNRHA’s conventional Public Housing developments. The Housing Specialist II performs administrative, and case-management duties to determine the continued eligibility through interactive interviewing, fact, and data gathering for the conventional Public Housing tenants in accordance with established SNRHA policies and the Housing and Urban Development (HUD) regulations. The incumbent is responsible for annual recertifications; interim changes, and processing of weekly and monthly reports all while meeting and maintaining department occupancy and financial goals.

Duties and Responsibilities

  • Assist in implementing, and monitoring agency and site goals, policies, and objectives.
  • Perform a wide variety of general clerical duties, including organizing, compiling, and recording various data and resident files; prepare leases and/or lease addendums; conduct annual and/or interim eligibility reviews; receive and respond to telephone calls; and routine requests for information in an accurate and timely manner.
  • Prepare or assist in technical and financial reports on operations and activities of property weekly and Bi-monthly as required by supervisor. These reports include (but are not limited to) vacancy reports, aged receivable reports, rent surveys, and status reports for assigned property.
  • Show and rent apartments which include but is not limited to preparing a model, showing prospective residents a model, keeping a guest card/log of visitors; reviewing vacancies, and notifying applicants of SNRHA vacancies, explaining SNRHA rules and regulations/lease agreement, conduct pre-occupancy unit inspections, conduct a move out inspects, and provide excellent customer service to all current and prospective residents.
  • Determine resident compliance in accordance with the SNRHA lease and ACOP.
  • Review records for rent adjustments; audits, audit resident accounts, verify family income and composition review, and calculate rent amount and revisions; communicate same to residents in an accurate and timely manner, as outlined in SNRHA policies and procedures.
  • Perform grounds, buildings, common areas, and unit inspections when directed by Asset Manager.
  • Assist the Asset Manager in conducting and coordinating regular physical maintenance inspections. This includes but is not limited to move-in, move-out, annual, quarterly, periodic housekeeping, and preventative maintenance inspections.
  • Accurately enter tenant information into YARDI systems.
  • Ensures that the 50058 (family report uploaded to Housing and Urban Development) is correct.

Minimum Qualifications

Applicants who meet minimum qualifications may be further considered for this position. Applicants should possess the following:

  • High school diploma, or GED equivalent.
  • Two (2) years of relevant program eligibility experience working in the public sector, social service agencies, and/or private property management firm.
  • Experience working with homeless or other vulnerable populations.
  • Excellent communication, conflict resolution, negotiation, problem-solving, crisis management, and organizational skills.

Preferred Qualifications

Preference may be given to applicants who possess the following:

  • Prior experience with interactive interviewing techniques and social service case management.
  • Bilingual skills (English/Spanish).
  • Prior experience working with a housing authority.
  • General knowledge of social services available to vulnerable populations.
  • Rent calculation certification.
