DESCRIPTION
Reporting to the Human Resources Manager in Qualcomm Institute, the Human Resources Analyst is responsible for the day-to-day administration of human resource services for Qualcomm Institute. Serves as consultant to the HR Manager in the analysis and formulation of policy and key procedures.
Provides guidance to supervisors, managers and staff on a variety of HR processes such as leaves, timekeeping and payroll issues, recruitments, onboarding and other HR processes, as needed. Manages QI’s scholar program (visiting scholars, postdoctoral scholars and visiting graduate student appointments). Serves as department timekeeper. Advises and trains new staff on Ecotime entries and related policies. Manages short term staff appointments for QI and client groups. Other duties as assigned within scope of description.
QUALIFICATIONS
- Bachelor’s degree in communications, psychology or business administration, or an equivalent combination of education and experience.
- Knowledge of INS and International Center regulations, policies and procedures regarding employment of international scholars and visa requirements. Knowledge of the various visa requirements (J1, H1B) and immigration and naturalization policies and procedures.
- Excellent interpersonal and customer service skills to interact professionally and courteously with diverse personalities, including non-native English speakers, within and outside of the University, using tact and diplomacy.
- General knowledge of human resources employment laws, for example: Americans with Disabilities Act, Affirmative Action & Equal Opportunity, Family and Medical Leave Act, Fair Labor Standards, etc.
- Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.
- General knowledge of human resources administration, bargaining units, various personnel programs (including student, staff, and academic), and thorough knowledge of applicable personnel policy and procedures.
- Knowledge of organizational policies and procedures and knowledge of functional area.
- Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.
- Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.
- Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.
- Demonstrated ability to handle difficult or volatile situations / individuals effectively.

Pay Transparency Act
Annual Full Pay Range: $48,900 – $102,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $23.42 – $48.99
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
