Job Description
Provide leadership in the planning and delivery of all facets of HR Insurance and Retirement business processes and coding for employees of all institutions in the Minnesota State system. Audit the work of HR service center HR processors related to HR benefits and oversee the development and delivery of training and resources related to all HR benefits related business process activities. Ensure HR service center compliance with benefit related human resource rules, regulations, laws, and collective bargaining agreement language and serve as a resource to management team for labor relations information, as defined in M.S. 13.37, used in collective bargaining. Develop assessment tools to identify knowledge gaps and inform training needs to support the continuous improvement of work processes. Ensure consistency in benefit related communications and ensure alignment with best practices and to build and retain successful partnerships between service center teams and client institutions.
Specific Duties Include:
- Serve as a HR service center benefits subject matter expert auditing and analyzing systemwide practices, procedures, and processes and responding to Campus HR questions related to Minnesota State’s insurance and retirement coding
- Identify knowledge gaps and develop and deliver training and resources for HR service center processors and campus HR staff.
- Coordinate and oversee HR benefits transactional processes and procedures to ensure systemwide consistency and compliance with applicable state and federal regulations including administrative procedures.
- Maintain confidential files containing collective bargaining proposals and counter proposals, strategies, costing information and other labor relations information as defined by M.S. 13.37.
- Perform other duties as assigned to ensure the smooth functioning of the service center and the associated campuses.
Required Qualifications
Minimum Qualifications (expected to have to enter job)
- Bachelor’s degree in a human resources or related field and 1 year para-professional experience performing HR work in HRIS, benefits transactions, benefits customer service or similar discipline; OR 2 years of professional human resources experience; or equivalent combination of education and work experience.
- Experience working with benefit plans including health insurance plans, the Affordable Care Act, and defined contribution plans
- Demonstrated skill at communicating in writing sufficient to create clear and concise policies and procedures, reports, and correspondence for diverse customer groups
- Demonstrated ability to effectively analyze problems and recommend solutions using precedents collective bargaining agreements, and personnel laws and rules
- Proficiency with Microsoft Office products including Word and Excel
Preferred Qualifications

- Bachelor’s degree in human resources or related field.
- Reporting skills sufficient to create and interpret HR data reports.
- Solid command of general human resources policies and practices of personnel management in a public sector environment.
- Human Resources experience working in the Minnesota State system (formerly MnSCU).
- Knowledge of process improvement methodology
