The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Under the direction of the Executive Director of Strategy and HR Innovation, with wide latitude for the exercise of independent judgment and decision-making, the Human Resources Strategy Project Manager will provide analytical and administrative support to advance the work of Human Resources Solutions in the Executive Office of the Chief People Officer. Responsible for ensuring that the project’s needs, and goals are efficiently and expeditiously met. Assisting with the overall administration of the Agency’s Internship Office and special projects.
The Office of Revenue Management and Development (ORMD)/Deputy Commissioner’s Office is recruiting one (1) Staff Analyst II to function as a Human Resources Strategy Project Manager who will:
• Manage issues within the DSS internship Office on both a micro and macro scale. Assist with recruitment, onboarding and orientation of all interns and fellows for DSS-HRA-DHS. Assist in the design, development and implementation of standardized protocols and procedures for the DSS Internship Office; collect and analyze intern data to capture trends and use that information to recommend enhancements to the internships/fellow recruitment tracks; maintain and grow partnerships with providers such as DCAS, NYC Service, CUNY Colleges, and Private Universities in order to seek out potential interns.
• Manage multiple special projects; working alone or as a member of a group effort; proactively and creatively meeting project deadlines as well as produce exceptional quality reports and analyses, both qualitative and quantitative, containing well-written analyses, detailed charts and graphs and maintain the records management of all documents pertaining to interns and fellows and printing and organizing internship materials.
• Report and analyze project status, such as budget, resources, technical issues, or customer satisfaction, to managers
• Lead, delegate, and coordinate activities related to project deliverables, including presentations, detailed briefing, and reports.
• Assist in the design, development, and implementation of Special Projects for the agency’s Chief People Office
• Compose Commissioner Vetting letters for City Hall approval, update the Vetting tracker and provide periodic status updates; Compose Commissioner presentation for City Hall approval. Manage and update the Agency Senior Level vetting tracker and provide status updates.
• Attend meetings on behalf of the Executive Director of Strategy and HR Innovation, as well as draft communications, memorandums and other documents. and represent Agency in forward facing recruitment internship and career fairs.
Minimum Qual Requirements
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in “2” above.
Preferred Skills
• Proficient in Word, Excel, PowerPoint presentations abilities.
• Excellent analytical and organizational skills
• Excellent written, verbal and Interpersonal communication skills
• Strong experience in preparing comprehensive qualitative and quantitative analytical reports.
