POSITION OVERVIEW:
Responsible for providing support as a member of the Human Resources department, with emphasis in the areas of compensation, disciplinary matters, job analysis, recruitment employee professional development, policies and procedures, employee relations, diversity, equity, and inclusion (DEI), and other areas as required.

Starting range $55,922 – $79,888, depending upon experience.
Examples of Duties
PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Compensation

  • Verifies supervisor-requested pay raises are in line with budget.
  • Provides advice to supervisors and research where needed,
  • Ensures consistency in application and awarding.
  • Participates in compensation and other Human Resources analytic surveys.

Job Analysis

  • Creates and maintains job descriptions.
  • Ensures continuity between DBSquared system and job descriptions.
  • Ensures FLSA (Fair Labor Standards Act), Americans with Disabilities Act (ADA), and other applicable employment law compliance.

Recruitment

  • Coordinates the employment process including applications, job postings, advertisements, interviews, supervisor support, pre-employment drug screening, and background checks.
  • Actively participates in professional, collegiate, and community job fairs throughout the year.
  • Contacts and coordinates outreach in local education facilities (high school, college, trade schools).
  • Promotes LRWRA (Little Rock Water Reclamation Authority) in the community, establishing and maintaining positive relationships with sister agencies, employer partners, and other community contacts specific to workforce development and recruitment efforts.

Employee Professional Development
Responsible for the promotion, coordination, and delivery of the LRWRA employe professional development programs including the LEAD@LRWRA, GROW@LRWRA, and New Leader Development Program, bi-monthly employee professional development trainings, and monthly supervisor trainings.

Policies & Procedures
Provides interpretation and clarification upon request.

Employee Relations
Maintains open-door policy to encourage effective communications for HR (Human Resource) guidance and/or assistance.

Typical Qualifications
QUALIFICATIONS & SKILLS:
Required:

  • Bachelor’s degree from an accredited university in human resource management or related field, with a minimum of eight (8) years of HR Generalist experience.
  • A minimum of five (5) years of experience in compensation analysis, job analysis, and recruiting.
  • Experience in the development and delivery of employee professional development programs.
  • Active certification by accredited organization (aPHR, PHR, SPHR, SPHR-CM, SHRM-CP, SHRM-SCP). Required to maintain certification during employment.
  • Knowledge of current employment laws and applicability.
  • Knowledge of principles and practices of human resource management.
  • Proven ability to work effectively in a team environment with associates.
  • Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Ability to discreetly and/or diplomatically work with employees, supervisors, vendors, community partners, etc.
  • Computer proficiency and technical aptitude in Microsoft Office products, including Outlook, Excel, Word PowerPoint, and SharePoint.
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting recruitment, compensation, job analysis, employment reporting including EEO (Equal Employment Opportunities), USERRA (Uniformed Services Employment and Reemployment Rights Act), Title VII, HR/legal best practices for hiring, promotions, transfers, pay changes with a focus on equity and equal opportunity.
