Overview:

The Ohio Department of Education’s Office of Human Resources is seeking an experienced human resources professional for the role of Human Resource Business Partner. The HR professional in this position will be a consultant to management on human resource-related matters around talent management. The selected candidate for this forward-facing position will work to understand the Department’s strategic focus and serve as an employee champion and change agent. Additional responsibilities will include administering a variety of HR programs, including, but not limited to:

Essential Duties and Responsibilities:

  • Consulting with employees, managers, and supervisors on all aspects of employment services particularly in, recruitment, selection and onboarding).
  • Overseeing hiring activities for assigned areas (such as reviewing/approving position descriptions, directing postings and overseeing the screening, interviewing, selection and onboarding processes).
  • Working with the HR team and customers to manage the recruitment program (including identifying job fair opportunities, researching recruitment opportunities with colleges/universities and organizations, and partnering with the Labor and Employee Relations manager to meet diversity and inclusion goals).
  • Conducting job analyses, as necessary, to properly classify positions and develop content-valid assessment tools.
  • Interpreting and applying employment laws, rules and regulations relating to human resources processes (e.g., Ohio Revised Code, collective bargaining agreements, diversity and inclusion goals, Americans with Disabilities Act, Fair Labor Standards Act).
  • Managing personnel activities and preparing required paperwork (for example research and proposals for advanced step requests, preparing justifications for staffing requests, serving as point of contact for class plan revisions, preparing Electronic Personnel Action Requests (ePARs)), in accordance with state of Ohio guidelines.
  • Assists with agency reorganization plans (e.g., drafts table of organization changes, reviews compensation equity, reviews class structure, ensures compliance with state classification plan).
  • Provides assistance and analysis to managers in workforce planning; facilitates knowledge transfer for key and/or exiting staff.
  • Performs data management for assigned centers and offices, analyzing employment trends and attrition rates; maintains and updates personnel ceiling information; maintains vacancy data; participates in revision of human resources operating procedures.

Qualifications
Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.

-Or 3 yrs. exp. in human resources.

-Or 1 yr. exp. as Human Capital Management Analyst, 64612.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
