Description
The Human Resources Administrator performs a variety of professional, confidential, analytical and administrative duties to support the human resources function in accordance with Town, State, and Federal rules and regulations. Employee is required to perform all similar or related duties. The position requires a highly motivated, organized individual, who can manage their workload, and who possesses strong computer skills
Examples of Duties

  1. Maintains an advanced understanding of department regulations, policies and procedures.
  2. Assists department heads with the recruitment process. Prepares job postings, places advertisements, and screens applications for minimum qualifications. May participate in the interview process as needed.
  3. Responsible for pre-employment testing, criminal background screening, reference checks, education/certification checks of all potential candidates.
  4. Responsible for the on-boarding process of all new hires to include new hire paperwork, coordination with Leave & Benefits Coordinator and Retirement Director and any other applicable department necessary for successful onboarding.
  5. Responsible for maintaining all electronic and paper files of the Human Resources Department, ensuring files are up to date and in compliance with any applicable legal requirements (e.g., MA Personnel Records Law)
  6. Maintains various human resources information systems with updated employee information. Enters and retrieves personnel data, initiates personnel actions and keeps all records up to date. Ensures electronic and paper human resources files are in compliance and updated.
  7. Oversees operation, implementation and maintenance of the Town’s HR system including providing training for other users and being the point of contact for non-IT related issues (HR functions, forms, et.) and producing forms and products as needed.
  8. Assists with regulatory reporting of human resources information to various state and federal agencies.
  9. Coordinates all workers compensation claims. Ensures proper paperwork is completed and updates the online system with claim information. Answers inquiries from employee and/or vendor in relation to return to work status and claim information.
  10. Completes verification of employment inquiries and produces others letters/verifications upon request.
  11. Participates in collective bargaining negotiations as requested.
  12. Processes accounts payable and interdepartmental transfers in accordance with Town procedures.
  13. Coordinates all aspects of the Senior/Veteran Tax Abatement program. Tracks volunteer hours and completes placement of volunteers into various departments. Creates and collects applications. Send various letters throughout the program; acceptance, denial and completion letters.
  14. Responsible for maintaining the Department’s page on the Town’s website and providing suggestions for content updates.
  15. Prepares meeting agendas and minutes for the Executive Safety Committee.
  16. Orders office supplies for the Department as requested.
  17. Receives and distributes Department’s mail.
  18. Receives and screens telephone calls and visitors; directs to appropriate parties as needed.
  19. In conjunction with the Leave and Benefits Coordinator, helps administer employee leave processes including sending letters, requesting and receiving employee documentation and calculating leave balance. Maintains related records. Coordinates with payroll to ensure employees on any type of leave are being paid accurately.
  20. Verifies and processes payroll for Human Resources employees biweekly; enters attendance as needed.
  21. Responsible for creating and distributing the Department’s bimonthly newsletter.
  22. Performs other related duties as assigned.

Typical Qualifications
Education and Experience: Bachelor’s degree in business or public administration or related field, with three to five (3-5) years related work experience required; experience with school system Human Resources functions desired.

Knowledge, Abilities and Skill

Knowledge: Thorough knowledge of municipal local, state and federal personnel laws, practices and regulations pertaining to municipal employees; knowledge of Town department operations and services. Knowledge of accepted personnel practices and procedures regarding the classification of positions and compensation of employees. Knowledge of State Civil Service and various Federal rules and regulations including civil rights and A.D.A. Knowledge of worker’s compensation and unemployment insurance regulations and employee benefits including leave provisions, collective bargaining agreements, and insurance (health, life, dental etc.)
Abilities: Ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, Town officials, retirees and the general public; ability to work effectively multi-task; ability to communicate in writing, and orally in a clear and concise manner.
Skill: Must possess excellent written and oral communication skills; must have extensive computer experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.), G-Suite (Google Docs, Google Sheets, Google Forms, etc.) and Adobe.
