DESCRIPTION

Under the direction and general supervision of the Employment Manager, this position provides human resources support and assistance to co-workers, ARC employees, managerial staff, candidates for hire and the general public ensuring the fair and consistent implementation of human resources policies and practices. This position coordinates the hiring/onboarding process and supports the maintenance of employee records and documentation. Adheres to Augusta-Richmond County Personnel Policy and Procedures, federal, state, and local employment laws, and applicable codes.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Facilitates all onboarding activities for new hires and transfers; maintains new hire paperwork; creates offer letters and extends the official contingent offer of employment to candidates; acts as the post-offer liaison between (potential) new hires and departments to answer questions; ensures an impactful candidate/new hire experience; streamlines communication for all parties.
  • Coordinates all pre-employment screenings; verifies and processes I-9 documentation; conducts employment verifications.
  • Maintains personnel files, and documentation. Responsible for accurate record keeping and maintenance of pre-employment/new hire paperwork and documentation as it relates to post-offer, pre-employment activities.
  • Performs troubleshooting on a variety of issues requiring the ability to network and leverage relationships to support the new hire process. Provides support for HR/Recruiting projects and activities.
  • Assists applicants and departments with the applicant tracking system. Assists in maintaining applicant database.
  • Performs other duties of a similar nature or level.

MINIMUM REQUIREMENTS

Education: Bachelor’s Degree, Associate’s Degree, or High School Diploma based on experience.

Experience: Bachelor’s Degree with no experience required, Associates Degree with three (3) years, or High School Diploma with five (5) years of experience working in Human Resources. Knowledge/Skills/Abilities:

  • Knowledge of applicant tracking system including candidate application tracking, interviewing, and candidate selection.
  • Knowledge of Human Resources Information Systems.
  • Considerable knowledge of theory, principles, and best practices of employment services.
  • Familiarity with federal, state, and local laws and ordinances related to employment practices and procedures.
  • Proficient in Microsoft Office applications and record-keeping systems related to Human Resources and payroll programs.
  • Demonstrated ability to work independently.
  • Excellent communication skills both written and oral.
  • Must be detail-oriented and organized.
  • Strong time management and customer service skills.
  • Ability to process sensitive information with discretion and prudence.
  • Ability to work in a fast-paced environment.

Tasks may involve extended periods of time at a keyboard or work station.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
